Job Overview: The Temporary Staff Assistant position within the Capabilities Development/Implementation and Improvements Branch at SHAPE is designed to support the planning and execution of NATO's Deployable Communication and Information Systems (DCIS). The role involves assisting in the coordination and development of requirements for DCIS capabilities, ensuring alignment with NATO's strategic objectives. The incumbent will work closely with various stakeholders, including NATO member states and internal divisions, to facilitate the successful implementation of projects and initiatives. The Staff Assistant will play a crucial role in supporting the analysis, evaluation, and improvement of internal directives and concepts related to DCIS capabilities, contributing to the overall effectiveness of NATO's operations.
Duties and Responsibilities: The incumbent's duties include assisting in the coordination with National Support Bases (NSBs) and NCISG Divisions to consolidate and develop requirements, priorities, and schedules for NSIP projects. They will also assist in the review of Capability Planning Process (CPP) submissions and related documentation. The role involves supporting NCISG representatives in the development of DCIS capabilities in accordance with DOTMLPFI analysis, as well as contributing to reports and briefings concerning capability development. The Staff Assistant will monitor the implementation of NSIP projects, develop reports and presentations, and coordinate project management activities such as testing, security" style="border-bottom: 1px dotted #007bff !important;">security, training, and operational acceptance. Additionally, the incumbent will assist in the analysis and design of business processes to optimize DCIS capabilities and represent NCISG in various working groups and conferences. They will also be responsible for maintaining documentation registers and identifying new deployable CIS requirements based on operational shortfalls.
Required Qualifications: Candidates must possess a strong background in Information Technology (IT) strategy and planning, with over four years of experience in project management within an international environment. They should have a thorough understanding of the project lifecycle and the ability to align IT plans with business objectives. A higher secondary education with intermediate vocational training in information technology or a related field is required, along with relevant experience. Alternatively, candidates with secondary education and advanced vocational training leading to a professional qualification, coupled with four years of post-related experience, will also be considered. Strong analytical and organizational skills, along with the ability to communicate effectively, are essential for this role.
Educational Background: The educational requirements for this position include higher secondary education and intermediate vocational training in information technology, information systems engineering, business administration, quality engineering, or a related discipline. Candidates should have at least three years of experience in a relevant field or secondary education with completed advanced vocational training leading to a professional qualification, along with four years of post-related experience. This educational background is crucial for understanding the technical aspects of DCIS capabilities and project management.
Experience: The position requires more than four years of experience in an international environment, specifically in project management related to equipment, systems, and CIS services. Candidates should have a proven track record of managing projects throughout their lifecycle, demonstrating the ability to navigate complex organizational structures and collaborate effectively with diverse stakeholders. Experience in military organizations or large private CIS service delivery companies is highly desirable, as is familiarity with operational analysis and the development of Key Performance Indicators for CIS services.
Languages: Proficiency in English is mandatory, with a required language skill level of SLP 3322, which encompasses listening, speaking, reading, and writing. While English is the primary language for this position, knowledge of additional languages may be considered an asset, particularly if they are relevant to NATO operations or member states.
Additional Notes: The position offers a 38-hour work week with 2.5 paid days of leave per month. It is a temporary contract in accordance with NATO Civilian Personnel Regulations, with a maximum duration of six months for the same assignment, although extensions may be possible. The salary will be specified in the contract and is subject to taxation. Temporary staff are entitled to a benefits package that includes pension contributions, medical and accident benefits, and paid leave.
