Job Overview: The Finance & Human Resources Manager will be responsible for managing the administrative department of the Gaza base and continuing its structuration. The role requires ensuring sound administrative, accounting, and financial management of the base in strict compliance with donor requirements and Solidarités International's internal procedures. The manager will monitor and report on budget utilization and support the preparation of financial reports as needed. Additionally, the position involves supervising accounting operations and cash management, as well as carrying out budget follow-ups in conjunction with program managers. A key expectation is to ensure that Solidarités International's Human Resources policy is properly implemented at the base, particularly in a highly volatile and emergency environment characterized by a competitive labor market and a complex Palestinian administrative and financial system.
Duties and Responsibilities: The primary duties and responsibilities of the Finance & Human Resources Manager include: 1) Managing the administrative department and ensuring its effective structuration; 2) Overseeing sound financial management practices, including budget monitoring and reporting; 3) Supervising accounting operations and cash management; 4) Supporting program managers in their financial management; 5) Implementing and ensuring compliance with Solidarités International's Human Resources policies; 6) Building strong relationships with local implementing partners; 7) Addressing the challenges posed by the volatile security" style="border-bottom: 1px dotted #007bff !important;">security environment and the complexities of the Palestinian administrative system; 8) Conducting regular assessments of the financial and administrative processes to identify areas for improvement; 9) Training and mentoring staff within the administrative department to enhance their skills and capabilities; 10) Collaborating with other departments to ensure a cohesive approach to program implementation and resource management.
Required Qualifications: Candidates must possess the following qualifications: 1) A minimum of 5 years of experience in the humanitarian sector; 2) At least 3-4 years of experience in a similar position; 3) Strong knowledge of financial management principles and practices; 4) Familiarity with SAGA and Homere software; 5) Proven ability to manage complex HR environments; 6) Excellent coordination and communication skills; 7) Strong problem-solving abilities and adaptability in high-stakes environments; 8) Attention to detail and a compliance-oriented mindset.
Educational Background: The ideal candidate should have a relevant educational background in finance, human resources, or a related field. A degree in business administration, finance, or a similar discipline is preferred, along with any additional certifications related to financial management or human resources.
Experience: The position requires a significant level of experience, specifically: 1) At least 5 years of experience in the humanitarian sector, demonstrating a solid understanding of the challenges and dynamics of working in such environments; 2) A minimum of 3-4 years of experience in a similar managerial role, showcasing the ability to lead and manage teams effectively in complex situations.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the organization. Proficiency in Arabic is considered an asset, as it will facilitate better communication with local partners and stakeholders.

The role is based in Deir El Balah, Gaza, where Solidarités International maintains its office and guesthouse. The compensation package includes a gross monthly salary starting from EUR 2310, which consists of a base salary of EUR 2100 plus a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. During the assignment, a system of alternation between work and time off is implemented at the rate of 2 weeks every 8 weeks. Expatriates will also benefit from a comprehensive insurance package that covers healthcare expenses, including medical and surgical costs, dental care, and repatriation. Living conditions in Deir El Balah have improved since the ceasefire, with basic food items available in markets, although prices may be high. The office and guesthouse are powered by solar energy, which may lead to occasional electricity shortages, and internet access is available with limited interruptions.
