Job Overview:
The ICLA Project Manager (PM) will play a crucial role in leading the implementation of Information, Counselling, and Legal Assistance (ICLA) activities in the Gaza Strip. This position requires a seasoned professional with a strong background in legal assistance, partnerships, and civil society strengthening. The PM will be responsible for managing the technical quality, timely implementation, and monitoring of the ICLA project portfolio, ensuring alignment with the overall project outcomes and strategy. The role also involves contributing to the development of country-level programs in collaboration with the ICLA Specialist. The successful candidate will be expected to navigate complex political and humanitarian contexts, leveraging their expertise to address the legal and protection needs of vulnerable populations in Gaza.

Duties and Responsibilities:
The ICLA Project Manager will have a wide range of responsibilities, including but not limited to: providing strategic and technical leadership to the ICLA portfolio; contributing to the development of country, area, and ICLA strategies; leading and managing ICLA projects to ensure effective delivery against objectives, timelines, budgets, and quality standards; coordinating with external stakeholders such as the Gaza Protection Consortium and local authorities to strengthen legal and protection responses; managing and developing ICLA teams and partnerships; overseeing program quality, accountability, and learning; and promoting integrated programming across various NRC teams. The PM will also be responsible for ensuring that assistance reaches those most in need of protection, while adhering to NRC policies and donor requirements.

Required Qualifications:
Candidates must possess a university degree in a relevant field, preferably in Law. A minimum of three years of senior-level project implementation experience is required, ideally in humanitarian or recovery contexts, legal assistance, partnerships, or civil society strengthening. Relevant legal expertise and demonstrated technical experience aligned with the role are essential, including experience in ICLA or legal aid programs. Knowledge of the legal and judicial context of Palestine, as well as familiarity with displacement issues in the region, is highly desirable. Experience working with institutional donors and in consortia and partnership-based programs is also required, along with demonstrated advocacy experience and strong cultural sensitivity.

Educational Background:
The educational background required for this position includes a university degree in a relevant field, with a strong preference for candidates holding a degree in Law. This educational foundation is critical for understanding the legal frameworks and challenges faced by the populations served by NRC.

Experience:
The position requires at least three years of senior-level project implementation experience. Candidates should have a proven track record of working effectively in complex political and humanitarian contexts, particularly in relation to legal assistance and protection programming. Experience with institutional donors and in partnership-based programs is also essential, as is a demonstrated ability to coordinate stakeholders and build effective networks.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in Arabic is considered an asset, as it will facilitate communication with local stakeholders and beneficiaries.

Additional Notes:
This position is based in Gaza, Palestine, and offers a fixed-term contract of 12 months, which is renewable based on performance, funding, and the ongoing need for the position. The salary will be determined according to NRC's national grading structure, specifically at Grade
