Job Overview: The MEAL Manager position is crucial for ensuring that the Monitoring, Evaluation, Accountability, and Learning (MEAL) strategy is effectively implemented by base teams throughout the project cycle. The role involves guaranteeing the quality and relevance of MEAL activities, providing methodological support on MEAL plan design, and overseeing qualitative and quantitative data collection and analysis. The MEAL Manager will also be responsible for accountability to affected populations, evaluation, learning, and capitalisation of findings. The position operates at a coordination level, covering both Gaza and West Bank operations, and requires a strong understanding of the local context, particularly given the volatile political and humanitarian situation. The MEAL Manager will face challenges such as establishing robust MEAL systems across a rapidly evolving portfolio, building the capacity of national staff, improving community accountability, and embedding learning through systematic follow-up of recommendations.
Duties and Responsibilities: The MEAL Manager will be responsible for the following duties: 1) Implementing and harmonising MEAL and information-management systems across the mission. 2) Developing and executing a capacity-building plan for the national MEAL team, including assessing needs and measuring outcomes. 3) Creating and maintaining learning and recommendation trackers, assigning responsibilities, and establishing a review rhythm. 4) Facilitating lessons-learnt exercises and collaborating with program teams to agree on priority actions. 5) Ensuring the quality of MEAL activities and providing methodological support throughout the project cycle. 6) Conducting qualitative and quantitative data collection and analysis, ensuring data quality and responsible management. 7) Designing and managing accountability mechanisms that protect complainant data. 8) Building the capacity of national staff through coaching and structured development plans. 9) Maintaining strong communication and collaboration with program, access/liaison, and coordination teams to ensure effective implementation of MEAL strategies.
Required Qualifications: Candidates must possess a Bachelor's or Master's degree in monitoring and evaluation, statistics, data management, international development, humanitarian studies, or a related field. Additionally, candidates should have at least 5 years of experience in the humanitarian sector, with a minimum of 3 to 4 years in a similar position. Technical skills required include a strong command of MEAL strategy, project-cycle management, and MEAL plan design, as well as expertise in data collection and management systems. Candidates should also demonstrate capacity-building skills and experience in working within Arab cultures.
Educational Background: The educational background required for this position includes a Bachelor's or Master's degree in relevant fields such as monitoring and evaluation, statistics, data management, international development, or humanitarian studies. This educational foundation is essential for understanding the complexities of MEAL strategies and their implementation in humanitarian contexts.
Experience: The position requires candidates to have a minimum of 5 years of experience in the humanitarian sector, with at least 3 to 4 years in a similar role focused on monitoring and evaluation. Additional Notes: The position is based in Gaza and Deir el-Balah, with a contract duration of 5 to 7 months, which can be discussed during the hiring process. The salary for this position starts from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with accommodation costs and travel expenses covered by the organization. Expatriates will also benefit from a comprehensive insurance package covering healthcare expenses and a welfare system that includes war risks. Breaks are implemented at a rate of 7 working days every three months, with an additional rest day granted for each month worked.
