Job Overview:
The Protection from Violence Project Manager position at NRC is a senior role that requires a highly skilled humanitarian protection professional with extensive project implementation experience, particularly in complex and volatile environments. The successful candidate will be responsible for leading the implementation and quality delivery of protection programming in Gaza, focusing on Individual Response Services, including Protection Case Management and Individual Protection Assistance. This role also involves developing and expanding Civilian Self-Protection activities, ensuring that programming is safe, inclusive, and aligned with NRC policies and international legal frameworks. The Project Manager will be expected to provide technical leadership, manage and mentor project teams, and ensure effective monitoring, evaluation, learning, and reporting of protection outcomes. The position demands a proactive approach to identifying protection risks and trends, advocating for affected communities, and building strong relationships with various stakeholders, including authorities, partners, and humanitarian actors.

Duties and Responsibilities:
The key responsibilities of the Protection from Violence Project Manager include leading the effective implementation of protection projects in accordance with NRC strategies, proposals, budgets, and donor requirements. The Project Manager will provide technical leadership and quality assurance across Protection from Violence programming, manage and mentor Protection project teams, and ensure the effective transfer of technical skills. Additionally, the role involves leading Protection Case Management and Individual Protection Assistance programming, developing and implementing tools, SOPs, and case-management systems, and supporting the rollout of Civilian Self-Protection activities and community-led protection initiatives. The Project Manager will also be responsible for monitoring protection risks and trends, generating analysis, and identifying opportunities to strengthen protection outcomes. Representing NRC in relevant clusters and coordination forums, advocating with stakeholders to address protection risks, and ensuring programming aligns with NRC policies and international standards are also critical aspects of this role.

Required Qualifications:
Candidates must possess a minimum of 3 years of experience in a senior-level project implementation position within a humanitarian or recovery context. Proven experience managing humanitarian protection projects and teams, along with strong technical expertise in general protection case management and Individual Protection Assistance, is essential. Experience working in low-resource and complex humanitarian settings is required, and familiarity with community-led initiatives, negotiations, and advocacy is considered an asset. Knowledge of the Palestinian context and protection environment, as well as experience with humanitarian coordination structures, including IASC/UNHCR-led coordination mechanisms, is highly desirable. Strong organizational, communication, interpersonal, and representation skills are necessary, along with a good understanding of data protection standards and protection information management. Proficiency in Microsoft Office applications, particularly Word, Excel, and Outlook, is also required.

Educational Background:
The educational background required for this position includes a relevant degree in social sciences, humanitarian studies, international relations, or a related field. Advanced degrees or specialized training in protection, human rights, or related areas will be considered an advantage. Candidates should also have a strong understanding of the legal frameworks governing humanitarian action and protection, as well as the ability to apply this knowledge in practice.

Experience:
The position requires a minimum of 3 years of relevant experience in a senior project implementation role within a humanitarian or recovery context. Candidates should have a proven track record of managing humanitarian protection projects and teams, demonstrating strong technical expertise in protection case management and Individual Protection Assistance. Experience in low-resource and complex humanitarian settings is essential, along with familiarity with community-led initiatives and advocacy efforts. Knowledge of the Palestinian context and protection environment is highly beneficial, as is experience with humanitarian coordination structures.

Languages:
Fluency in English is mandatory, with proficiency in Arabic, both written and verbal, being highly desirable. Candidates should possess strong communication skills in both languages to effectively engage with diverse stakeholders and communities.

Additional Notes:
This position is based in Gaza, Palestine, and offers a fixed-term national contract for 12 months, which is renewable based on performance, funding, and the ongoing need for the position. The role does not require travel, and the salary will be determined according to NRC's national grading structure, specifically Grade
