Job Overview: The Monitoring and Reporting Specialist will play a crucial role in the implementation of the Pacific Partnership Phase II programme, which focuses on ending violence against women and girls (EVAWG) in the Pacific region. This position involves incorporating monitoring and reporting mechanisms into the programme, ensuring alignment with the Fiji MCO Strategic Plan for EVAWG, and tracking progress against established outputs. The Specialist will work closely with various stakeholders, including the EVAWG Programme Specialist, Technical Specialist, and M&E Reporting Specialist, to ensure successful programme execution. The role requires a strong understanding of monitoring and evaluation frameworks, data collection, and analysis, as well as the ability to synthesize performance data into actionable insights. The Specialist will also contribute to knowledge building and capacity development within the EVAWG Unit and among partners in the Pacific.
Duties and Responsibilities: The duties and responsibilities of the Monitoring and Reporting Specialist include:
Providing guidance to the EVAWG Unit in integrating monitoring and reporting into programme formulation.
Managing the development of the Monitoring, Evaluation and Learning Framework (MELF) for the EVAWG Pacific Partnership Programme Phase II.
Supporting the EVAWG team in ensuring quality assurance of the programme through the review of results frameworks, ensuring gender-sensitive indicators are included, and applying Results-Based Management (RBM) principles.
Developing monitoring indicators, methodological notes, monitoring calendars, and field monitoring plans.
Coordinating annual work plan monitoring, reviews, and reporting.
Advising country offices on donor agreements and Programme Cooperation Agreements.
Monitoring and tracking results against country-level targets for EVAWG and UN Women’s Strategic Plan.
Ensuring data collection and analysis for the Pacific Partnership Programme Phase II.
Drafting regular management briefs to inform decision-making. 1
Supporting the implementation of programme evaluations and providing technical guidance on evaluations. 1
Identifying and disseminating good practices and lessons learned from programme implementation. 1
Developing capacity development tools and managing training opportunities for staff and partners in Results-Based Management and Monitoring and Evaluation.
Required Qualifications: The position requires a Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an advantage. Candidates should possess strong knowledge of monitoring and evaluation, evaluation design, data collection and analysis, and reporting, including the formulation of SMART indicators and baseline targets. Additionally, a good understanding of gender equality issues and the ability to synthesize program performance data into analytical reports is essential.
Educational Background: Candidates must hold a Master’s degree in a relevant field such as Political or Social Science, Economics, International Development Studies, or Gender/Women's Studies. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is a plus.
Experience: The position requires at least 5 years of progressively responsible experience in monitoring and reporting of development projects/programmes at the national or international level, with a preference for candidates who have experience within the United Nations system. Candidates with a Bachelor’s degree should have a minimum of 7 years of relevant experience. Proficiency in using office software packages and web-based management systems is required, and experience with modern ERP systems, preferably Oracle Cloud, is desirable.
Languages: Fluency in written and spoken English is mandatory for this position. Knowledge of the local language in the duty station is considered an asset, enhancing communication and engagement with local stakeholders.
