Job Overview:
The Administrative & HR Analyst (NOA) plays a crucial role in providing operational and strategic support to the UNFPA Pacific Sub-Regional Office (PSRO). This position is aligned with regional strategies aimed at achieving the International Conference on Population and Development (ICPD) goals and the Sustainable Development Goals (SDGs). The analyst is responsible for ensuring compliance with UNFPA HR policies and procedures, overseeing HR and talent management operations, and managing office administration and travel logistics. The role requires a proactive approach to implementing HR policies, driving performance management cycles, and supporting career development initiatives. The analyst will also be involved in recruitment processes, vendor management, and maintaining comprehensive oversight of administrative functions, contributing to the overall efficiency of the Sub Regional Office across 14 Pacific Island Countries.

Duties and Responsibilities:
The Administrative & HR Analyst will be responsible for a wide range of duties, including: providing advice on corporate strategies and personnel rules; ensuring compliance with HR recording and reporting systems; assisting in recruitment processes by drafting job descriptions, screening candidates, and participating in interviews; maintaining leave records and monitoring HR activities; mapping HR business processes and establishing internal Standard Operating Procedures (SOPs); coordinating performance appraisal processes; preparing and renewing contracts; administering staff entitlements; monitoring transactions related to positions and recruitment; preparing submissions to the Local Compliance Review Board; coordinating learning plans; conducting UN-related surveys; assisting in major procurements; and representing UNFPA in HR working group meetings. The analyst will also support the implementation of HR strategies and policies to achieve organizational results.

Required Qualifications:
Candidates must possess an advanced university degree in Human Resource Management, Business Administration, Psychology, International Relations, Organizational Development, Public Administration, Law, International Development, or other relevant social sciences. Additional professional training in HR or Business Administration is advantageous. Recognized training or certification in Human Resources or Procurement is considered an asset. Candidates should demonstrate strong organizational skills, the ability to work in diverse teams, and sound interpersonal and communication skills. Proficiency in MS Office and databases is required, along with the ability to make timely decisions in complex situations.

Educational Background:
The position requires an advanced university degree in relevant fields such as Human Resource Management, Business Administration, Psychology, International Relations, Organizational Development, Public Administration, Law, or International Development. Additional professional training or certifications in Human Resources or related areas are highly desirable and will enhance a candidate's profile.

Experience:
Candidates should have up to two years of relevant experience in providing HR advisory services, managing operational systems, or engaging in HR activities such as recruitment, administration, and sourcing. Experience in learning and development, as well as a strong ability to assess needs and provide technical assistance, is essential. The role demands a demonstrated ability to work effectively in a team environment and manage complexities associated with development programs.

Languages:
Fluency in English is mandatory for this position. Proficiency in a local Pacific language is considered an advantage, as it may enhance communication and engagement with local stakeholders.
