Job Overview: The Monitoring, Evaluation and Project Support Consultant will play a crucial role in supporting the Labour Mobility Division within IOM. This position involves the development and implementation of monitoring and evaluation frameworks for various projects aimed at enhancing labour mobility. The consultant will be expected to analyze data, assess project outcomes, and provide recommendations for improvement. The role requires collaboration with various stakeholders, including government agencies, NGOs, and international organizations, to ensure that project objectives are met effectively. The consultant will also be responsible for preparing reports and presentations that communicate findings and insights to both internal and external audiences. This position is essential for ensuring that IOM's projects are aligned with best practices in monitoring and evaluation, and that they contribute to the overall mission of the organization.
Duties and Responsibilities:
Develop and implement monitoring and evaluation frameworks for projects related to labour mobility.
Collect, analyze, and interpret data to assess project performance and impact.
Prepare comprehensive reports detailing findings, insights, and recommendations for project improvement.
Collaborate with project teams and stakeholders to ensure alignment with project goals and objectives.
Conduct training sessions for staff and partners on monitoring and evaluation methodologies.
Ensure compliance with IOM's policies and procedures in all monitoring and evaluation activities.
Provide technical support and guidance to project teams in the design and implementation of evaluation activities.
Participate in meetings and workshops to share knowledge and best practices in monitoring and evaluation.
Required Qualifications:
Strong understanding of monitoring and evaluation principles and methodologies.
Proven experience in developing and implementing M&E frameworks for international development projects.
Excellent analytical skills with the ability to interpret complex data sets.
Strong communication skills, both written and verbal, with the ability to present findings clearly.
Proficiency in using statistical software and data analysis tools.
Ability to work collaboratively in a multicultural environment and engage with diverse stakeholders.
Educational Background: A Master's degree in social sciences, international development, public policy, or a related field is required. Additional certifications in monitoring and evaluation or project management are highly desirable.
Experience: A minimum of 5 years of professional experience in monitoring and evaluation, preferably in the context of international development or migration-related projects. Experience working with intergovernmental organizations or NGOs is an advantage.
Languages: Fluency in English is mandatory. Knowledge of Russian or Uzbek is an asset, as it will facilitate communication with local stakeholders and enhance project implementation.
Additional Notes: This position is a consultancy role and may be offered on a part-time or full-time basis depending on project needs. The consultant will be expected to work remotely with occasional travel to project sites as required. Compensation will be commensurate with experience and qualifications.
