Job Overview:
The Consultant in Gender Diagnosis and Strategy will play a crucial role in enhancing the gender integration within the WFP's Resilience Program in Honduras. This position involves conducting an intersectional gender diagnosis to identify barriers and opportunities for women and youth in rural areas, particularly in the departments of Colón, Olancho, and Lempira. The consultant will be responsible for designing research protocols, collecting and analyzing data, and providing actionable recommendations to improve gender equity in food security and nutrition programs. The role requires collaboration with local communities, stakeholders, and WFP teams to ensure that gender considerations are effectively integrated into all operational components of the program. The consultant will also contribute to the development of strategies aimed at empowering women and youth economically, ensuring their active participation in decision-making processes and community leadership.

Duties and Responsibilities:

• Conduct an intersectional gender diagnosis of the Resilience Program, including the design of research protocols that map participation and identify barriers to access resources and services.
• Review public policies and normative frameworks related to gender and food security in the targeted territories.
• Apply the Intersectional Gender Rapid Analysis (ARIG) to the program's components.
• Gather primary information through participatory community consultations, ensuring differentiated participation by sex and age.
• Present preliminary findings to the WFP technical team for feedback before finalizing the report.
• Develop and deliver a final report with operational recommendations for each component and territory.
• Design tools to identify community leadership among women and youth, and analyze gaps and opportunities for their empowerment.
• Map organizations focused on women's and youth empowerment in the intervention areas and identify potential partnerships.
• Validate the roadmap with local authorities and institutional partners. 1
• Systematize findings from the gender diagnosis and draft a technical note on gender issues within the Resilience Program, including actionable recommendations for future projects.

Required Qualifications:

• A bachelor's degree in Sociology, Anthropology, Political Science, Gender Studies, Rural Development, or related fields.
• A postgraduate degree or additional training in food security and nutrition, agricultural development, or risk management is highly valued.
• At least 1 year of professional experience in gender integration and intersectionality in development programs, with a minimum of 2 years in rural or food security contexts.
• Proven experience in formulating operational gender recommendations applicable to ongoing programs, including proposing disaggregated indicators for monitoring frameworks.
• Experience in facilitating workshops and consultations with affected communities, generating practical and rights-respecting recommendations.
• Strong critical thinking skills and the ability to reflect on personal biases and privileges.
• Empathy, active listening, and cultural sensitivity are essential.

Educational Background:
Candidates must possess a bachelor's degree in relevant fields such as Sociology, Anthropology, Political Science, Gender Studies, or Rural Development. Additional qualifications, such as a master's degree or specialized training in food security, nutrition, or risk management, will be considered an asset.

Experience:
The position requires a minimum of 1 year of professional experience in gender integration and intersectionality within development programs, with at least 2 years of experience in rural or food security contexts. Candidates should have a proven track record of formulating gender-related recommendations and facilitating community consultations.

Languages:
Fluency in written and spoken Spanish is mandatory. Proficiency in English or other languages may be considered an advantage, but Spanish is essential for effective communication in the local context.
