Job Overview:
The position of Consultor/a de Mapeo Financiero, Legal y Político at WFP involves conducting a comprehensive mapping of financing sources, identifying legal and policy opportunities, and exploring mechanisms for public-private and international collaboration. This role is crucial in developing a sustainable financing model for anticipatory action in Honduras, particularly in the context of the country's vulnerability to extreme weather events. The consultant will work closely with the Government of Honduras, COPECO, and the ECHO Consortium to strengthen the legal and institutional framework necessary for sustainable financing. The consultant's analysis will directly inform decision-making processes and contribute to the overall goal of enhancing the resilience of communities affected by food insecurity and climate change.

Duties and Responsibilities:
The consultant will be responsible for a range of tasks, including: conducting a thorough review of existing documentation and context analysis related to disaster risk management in Honduras; analyzing the legal and institutional framework governing risk management, including relevant laws and policies; reviewing experiences of anticipatory action in the region and other relevant contexts; conducting interviews and consultations with key stakeholders, including government representatives and international partners; applying a prioritization matrix to identify viable financing opportunities; analyzing gaps in the legal framework and proposing necessary reforms; and presenting findings and recommendations to stakeholders. The consultant will also be expected to deliver a detailed work plan, a mapping matrix of financing sources, a synthesis document of legal and policy opportunities, and a final consolidated report with a roadmap for financing.

Required Qualifications:
Candidates must possess a university degree (minimum bachelor's level) in political science, economics, law, international relations, disaster risk management, international development, or related fields. A master's degree or specialization in risk management, development finance, public policy, or international cooperation is desirable. Additionally, candidates should have a demonstrated capacity for analysis and research, with the ability to produce high-quality technical reports. Knowledge of the humanitarian system and international cooperation mechanisms, including climate financing, is essential. Strong facilitation and communication skills are required to present results to diverse institutional audiences.

Educational Background:
The educational background required for this position includes a minimum of a bachelor's degree in relevant fields such as political science, economics, law, international relations, disaster risk management, or international development. A master's degree or specialization in areas related to risk management, development finance, public policy, or international cooperation is highly desirable and will enhance a candidate's profile.

Experience:
Candidates should have a total of at least 8 years of relevant experience, including a minimum of 5 years in disaster risk management or risk reduction, 2 years in anticipatory action or early response mechanisms, and 3 years in analyzing legal/normative frameworks in Honduras or Central America. Experience in mapping climate or humanitarian financing for at least 2 years is also required. Familiarity with multilateral organizations (such as the UN, IDB, World Bank) or mechanisms like CERF/ECHO/DREF is highly desirable, as is experience working with Honduran government actors.

Languages:
Fluency in Spanish (both written and oral) at a professional level is mandatory. Proficiency in technical English for reviewing international documents is desirable but not required.

Additional Notes:
This position is a consultancy role with a focus on national and regional perspectives, particularly in Central America and Latin America. The consultant will work under the coordination of the Emergency Officer for Anticipatory Actions. The contract duration and specific terms will be outlined in the contract agreement.
