Job Overview:
The position of Asistente de Adquisiciones CBT at WFP involves executing and applying appropriate guidelines, processes, and procedures to ensure the efficient and effective delivery of procurement services. The role is crucial in supporting the procurement team in acquiring goods and services necessary for operational efficiency on the ground. The incumbent will be responsible for administrative procurement activities, ensuring timely and efficient execution to support professional staff in their procurement needs. This position requires a certain level of interpretation of standard guidelines and practices, and the holder may recommend direct lines of action to staff, assign tasks, and provide technical support to other officials. The Asistente de Adquisiciones will report to the Procurement Officer or a designated person, ensuring that procurement processes align with WFP's operational goals and standards.

Duties and Responsibilities:
  • Conduct administrative procurement activities promptly and efficiently to assist professional staff in acquiring goods and services for effective field operations.
  • Collect data and prepare and distribute documents to support procurement programs and operational activities, ensuring adherence to standard processes (e.g., calling for tenders, evaluating bids, and negotiating/awarding contracts).
  • Review, record, and prioritize purchase requests, ensuring all supporting documentation is received and funds are available for the acquisition of goods and services.
  • Coordinate and supervise the issuance of purchase requests, verifying the receipt and inspection of products, and implementing follow-up measures to ensure supplies reach the headquarters and field operations.
  • Gather, compile, and present information in standard formats to facilitate informed decision-making and ensure consistency in the information presented to stakeholders.
  • Update, manage, and maintain relevant databases and records to ensure information is accurate, organized, accessible, and meets reporting obligations.
  • Maintain contact with internal counterparts to sustain the harmonization of procurement activities with broader programs and ensure a consistent approach to addressing food assistance needs.
  • Provide technical support and/or assign work to other support staff to assist them in carrying out standard tasks in accordance with agreed standards and timelines.
  • Apply standard emergency preparedness practices to help WFP respond quickly and deliver food and resources to affected areas at the onset of a crisis.

Required Qualifications:
Minimum qualifications for this position include the completion of secondary education. A post-secondary education certificate in a relevant functional area is desirable. Candidates should possess five years of work experience in similar activities, demonstrating a solid understanding of procurement processes and practices. The role requires fluency in Spanish (Level C) and a working knowledge of English for reading WFP materials and policies, which is considered desirable. Candidates should also have experience in procurement activities, conducting analysis and report writing, and daily interactions with suppliers or other third parties.

Educational Background:
Candidates must have completed secondary education, with a preference for those who can present a post-secondary education certificate in a relevant functional area. This educational background is essential for understanding the procurement processes and the operational context in which WFP operates.

Experience:
The position requires a minimum of five years of relevant work experience in procurement or similar activities. This experience should include a solid understanding of procurement processes, the ability to analyze and prepare reports, and daily interactions with suppliers or other third parties. Experience with financial service contracts for cash delivery and/or value vouchers is also desirable.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication within the organization and with local stakeholders. A working knowledge of English is also desirable, particularly for reading and understanding WFP materials and policies, which may be necessary for effective communication and documentation.
