Job Posting Organization:
The United Nations Development System was restructured on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). This reform led to the establishment of the UN Resident Coordinator Offices (UN RCO), which operate under the leadership of an independent UN Resident Coordinator. The UN Development Operations Coordination Office (DCO) was transformed into a stand-alone office responsible for overseeing the resident coordinator system. The DCO's mission is to ensure that the UN system is optimally configured to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, behavioral science, and a mission-driven organizational culture. The UN aims to strengthen partnerships with various stakeholders to advance the SDGs, and the Partnerships Officer plays a crucial role in this effort by providing strategic advice and support to the Resident Coordinator and UN Country Team (UNCT).

Job Overview:
The Partnerships Officer is tasked with providing substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and other partners. This role involves advising on the development and implementation of the UN Partnership Strategy, supporting a UNCT working group for effective strategy implementation, and conducting liaison with UN entities to define value propositions for local partnerships. The officer will also build strong relationships with development partners, government, and other stakeholders, providing support in identifying risks and opportunities related to partnerships. Additionally, the Partnerships Officer will participate in joint resource mobilization initiatives and support the management of pooled funds for the UN Sustainable Development Cooperation Framework. The role requires close collaboration with finance experts to promote partnerships that support financing for the SDGs and contributes to knowledge management and capacity development related to partnerships and resource mobilization at the country level.

Duties and Responsibilities:
  • Provide substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, the private sector, and other partners. This includes advising on the UN Partnership Strategy, supporting working groups, conducting liaison with UN entities, and building relationships with stakeholders.
  • Participate in joint partnership and resource mobilization initiatives, providing support for the development and implementation of resource mobilization strategies, monitoring existing partnerships, and assisting in the preparation of funding frameworks.
  • Work closely with the Resident Coordinator Office economist and finance experts to promote partnerships that support financing for the SDGs, preparing briefing papers, and contributing to advocacy and communication efforts.
  • Contribute to knowledge management and capacity development by promoting collaboration, researching best practices, and maintaining a knowledge repository of potential donors.
  • Collect and analyze data to identify trends and provide insights for data-driven planning and decision-making.
  • Perform other related tasks as assigned.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in development cooperation or related areas. Experience in developing strategic partnerships across government, private sector, and civil society organizations is essential. Candidates should also have experience in designing and implementing partnerships, resource mobilization strategies, and preparing project proposals. Desirable qualifications include experience in inclusion strategies promoting gender equality, youth participation, and disability inclusion, as well as knowledge management in development cooperation and UN interagency coordination.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of five years of relevant experience, with a strong track record in strategic support to partnerships, project/programme management, and resource mobilization. Candidates should have experience in developing strategic partnerships and resource mobilization strategies, as well as preparing project proposals. Experience in promoting knowledge management and supporting financing of SDGs is desirable, along with applied partnerships in areas such as food systems, digital transformation, and public-private partnerships.

Languages:
English and Spanish are the mandatory languages for this position. Proficiency in English is required at UN Level III for reading, writing, listening, and speaking. Proficiency in Spanish is also required at UN Level III for all language skills. Candidates must demonstrate effective communication skills in both languages, as they will be essential for collaboration and engagement with various stakeholders.

This is a Fixed Term position available for a duration of one year, with no expectation of renewal. The appointment is subject to budgetary approval and the availability of the post. The position is open to nationals of Honduras only, and candidates must possess national experience or knowledge of the local context.
