Job Overview:
The advisor" style="border-bottom: 1px dotted #007bff !important;">Advocacy Advisor will play a crucial role in supporting the NRC Ukraine Country Office by implementing advocacy initiatives that align with the organization's strategic goals. This position requires a deep understanding of humanitarian programming and protection principles, particularly within the context of Ukraine's complex and volatile environment. The role involves conducting policy research, collaborating with various functions within NRC Ukraine, and working closely with national partners to enhance the effectiveness of advocacy efforts. The successful candidate will be responsible for leading program-based advocacy, ensuring that advocacy strategies are integrated with program operations, and developing high-quality advocacy and policy products that reflect NRC's objectives. Additionally, the Advocacy Advisor will be tasked with building the capacity of technical staff and partners through systematic training on advocacy, thereby fostering greater synergies between advocacy and program teams.

Duties and Responsibilities:
The Advocacy Advisor will have a diverse set of responsibilities, including but not limited to: supporting the implementation of NRC Ukraine's Advocacy Strategy in alignment with country and regional priorities; leading program-based advocacy efforts and ensuring strong integration between program operations and advocacy initiatives; developing and producing high-quality advocacy and policy products that align with NRC's programming goals; conducting regular travel to NRC program locations to gather information and stories that can inform advocacy activities; coordinating with key stakeholders to create strategic advocacy alliances and networks; leveraging digital tools and data-driven approaches to enhance evidence-based advocacy; deputizing for the Advocacy Manager as required; and ensuring compliance with NRC policies, guidance, and procedures.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in humanitarian recovery within complex and volatile contexts. Experience in an advocacy role with NGOs is highly desirable. A strong grasp of humanitarian programming and protection principles, along with knowledge of the humanitarian context in Ukraine, is essential. The ideal candidate will demonstrate experience in coordinating and creating advocacy alliances across various stakeholders, as well as having a command of research and policy work. Excellent communication and interpersonal skills are mandatory, with fluency in both English and Ukrainian required for effective written and verbal communication.

Educational Background:
A relevant educational background is essential for this position, with candidates expected to hold a degree in a field related to humanitarian studies, international relations, social sciences, or a similar discipline. Additional certifications or training in advocacy, policy analysis, or humanitarian programming will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant experience in the humanitarian sector, particularly in recovery and advocacy roles. Candidates should have a proven track record of working in complex and volatile environments, demonstrating their ability to navigate challenges and deliver results effectively. Experience in coordinating advocacy efforts and engaging with various stakeholders is crucial for success in this role.

Languages:
Fluency in English and Ukrainian is mandatory for this position, both in written and verbal communication. Proficiency in additional languages relevant to the humanitarian context in Ukraine would be considered a valuable asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.

Additional Notes:
This position is based in Kyiv, Ukraine, with a contract duration of 12 months, subject to possible extension. The role may require travel up to 40% of the time to various NRC program locations. The salary and benefits for this position are classified as Grade 8 on NRC's grading structure.
