Job Overview:
The NATO Human Resources Officer (HRO) plays a crucial role within the Talent Management Section of the NHR Office. This position is responsible for providing day-to-day operational HR support to various Divisions and Independent Offices (Divs/IOs). The HRO ensures accurate HR administration, timely coordination, effective onboarding, and consistent application of HR policies and procedures. Acting as the first point of contact for staff inquiries, the HRO supports HR processes in close collaboration with HR Business Partners. The role requires a proactive approach to managing HR operations and contributing to cross-functional HR projects and initiatives, ensuring that the organization meets its operational and strategic goals.

Duties and Responsibilities:
The duties and responsibilities of the NATO Human Resources Officer include:
  • Stakeholder Management: Serve as the initial point of contact for operational HR and policy-related queries from managers and staff, ensuring timely responses. Act as the key HR contact for onboarding newcomers, coordinating with relevant NHR sections for comprehensive onboarding administration for various staff categories.
  • Planning and Execution: Provide high-quality HR support to assigned Div/IOs, working closely with the Talent Acquisition Unit to facilitate a smooth recruitment process. Act as the HR Representative or Panel Secretary during selection panels and provide administrative support for internal transfers.
  • Information Management: Monitor contracts for NATO International Civilians (NICs) and temporary staff, coordinating necessary actions with managers. Collaborate with the NATO-wide HR Policy and Strategy Coordination Section on HR-policy related queries.
  • Knowledge Management: Manage knowledge and information effectively, sharing insights on operational issues with HR colleagues to enhance service delivery and efficiency.
  • Perform any other related duties as assigned, contributing to the overall success of the HR function within NATO.

Required Qualifications:
Candidates for the NATO Human Resources Officer position must possess a university degree or an equivalent level of qualification. They should have a minimum of three years of administrative management experience, preferably in an international organization or environment. Experience in roles that require customer service and advisory skills is essential. Candidates must demonstrate excellent communication skills, with the ability to act with tact, diplomacy, and discretion. Additionally, candidates must meet the minimum language requirements of NATO's official languages, achieving a level V (Advanced) in one language and level III (Intermediate) in the other. Experience in HR administration, recruitment, or related areas, as well as familiarity with NATO workflows and procedures, would be advantageous.

Educational Background:
The educational background required for the NATO Human Resources Officer position includes a university degree or an equivalent level of qualification. This educational foundation is essential for understanding the complexities of human resources management within an international context, particularly within an organization like NATO that operates across multiple countries and cultures.

Experience:
The position requires at least three years of administrative management experience, ideally within an international organization or environment. Candidates should have experience in customer service and advisory roles, demonstrating their ability to interact effectively with diverse stakeholders and manage HR-related inquiries and processes.

Languages:
Candidates must possess proficiency in NATO's official languages, specifically achieving a minimum level V (Advanced) in one language and level III (Intermediate) in the other. Additional Notes:
The successful applicant will be offered a definite duration contract of three years, with the possibility of renewal for an additional three years. During this period, the incumbent may apply for conversion to an indefinite duration contract. The maximum period of service in this post is six years. The position is subject to NATO's contract policy, which emphasizes the need for turnover for political reasons and the accommodation of the organization's evolving needs.
