Job Overview: The Financial Auditor position at IBAN involves acting as a primary auditor for financial statement audits of NATO Reporting Entities and audits of NSIP expenditure. The incumbent will be responsible for conducting audits in accordance with the auditing standards adopted by the Board. This role requires a thorough understanding of financial auditing processes and the ability to work both independently and as part of a team. The auditor will also be expected to prepare and present clear and timely audit reports, communicate findings with relevant stakeholders, and contribute to the continuous professional development of audit skills. The position demands a high level of analytical thinking, attention to detail, and the ability to manage multiple tasks effectively. The successful candidate will be expected to travel extensively throughout NATO member countries and may need to work outside of normal office hours as required.
Duties and Responsibilities: The primary duties and responsibilities of the Financial Auditor include: acting as the primary auditor for financial statement audits of NATO and non-NATO bodies as assigned by the Board; managing and reviewing the audit work of other auditors on the team; ensuring continuous professional development of audit skills and knowledge of NATO activities; preparing and presenting audit reports and findings in accordance with auditing standards; communicating results with the Board, other auditors, and auditees; providing input to short-term work plans; determining the impact of policies on functional areas; and performing any other duties as assigned by the Board. The auditor will also be responsible for maintaining close working relationships with officials of NATO bodies and national representatives in host countries.
Required Qualifications: Candidates must possess a university degree or an equivalent level of qualification. They should have at least 6 years of financial statement audit experience and a strong knowledge of auditing standards promulgated by the International Organisation of Supreme Audit Institutions (INTOSAI) and the International Standards on Auditing (ISA). Proficiency in current auditing techniques, including audit software, is essential. The candidate must demonstrate excellent analytical skills and possess strong oral and written communication abilities. Additionally, candidates must meet the minimum language requirements of NATO's official languages (English/French): V (“Advanced”) in one language and II (“Elementary”) in the other. The ability to travel extensively and work outside normal office hours is also required.
Educational Background: A university degree or equivalent qualification is mandatory for this position. The degree should ideally be in a field related to finance, accounting, or auditing, providing a solid foundation for the auditing responsibilities that the role entails. Additional certifications or qualifications in auditing or finance, such as Certified Public Accountant (CPA) or Chartered Accountant (CA), would be advantageous and may enhance the candidate's profile.
Experience: The position requires a minimum of 6 years of experience in financial statement auditing. Candidates with experience in auditing within international organizations or governmental bodies will be preferred. Experience as an Information Technology (IT) auditor and relevant qualifications, such as Certified Information Systems Auditor (CISA), will be considered an advantage. Familiarity with the International Public Sector Accounting Standards (IPSAS) and International Financial Reporting Standards (IFRS) is also beneficial.
Languages: Proficiency in NATO's official languages is required. Candidates must have an advanced level (V) in one language (English or French) and an elementary level (II) in the other. Additional language skills may be considered an asset but are not mandatory for this position.
Additional Notes: The successful applicant will be offered a definite duration contract of three years, with the possibility of renewal up to a maximum of nine years of service. The contract may be renewed twice for further periods of up to three years each. If the applicant is seconded from the national administration of a NATO member state, a similar contract will be offered, subject to the agreement of the national authority concerned. The position is full-time and may require travel and work outside normal office hours.
