Job Overview:
The Construction Security Expert will play a crucial role within the Protective Security & Emergency Service Branch (PSESB) of JISD. This position is primarily responsible for ensuring the security of construction sites as part of the NATO Headquarters Adaptation Programme. The expert will enforce construction security guidelines, organize and supervise security measures, support security risk assessments, oversee access control arrangements, conduct compliance checks, and coordinate with relevant stakeholders to maintain site security and compliance. The role demands flexibility, as it may require working outside normal hours and occasional travel. The expert will also contribute to the development and implementation of security plans and procedures, ensuring that all security measures align with NATO's policies and standards.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including but not limited to: developing, implementing, and reviewing construction security plans and procedures; processing security authorizations for personnel, vehicles, and goods; advising on security-related matters during project execution; coordinating actions to improve or restore security; identifying security risks and vulnerabilities; enforcing construction security guidelines; organizing and supervising security measures; ensuring compliance with security regulations; coordinating security requirements with contractors and project stakeholders; and performing any other related duties as assigned. The expert will also be expected to maintain effective cooperation with internal and external stakeholders to ensure timely implementation of security regulations and procedures.

Required Qualifications:
Candidates must possess a university degree in security management, project/programme management, engineering, construction management, facilities management, risk management, or a related field. Additionally, a minimum of three years of relevant experience in construction security, physical security, or security coordination/operations in a complex, multi-stakeholder environment is required. Strong coordination and organizational skills, excellent writing and communication abilities, and proficiency in drafting clear reports are essential. Candidates must also demonstrate advanced proficiency in one of NATO's official languages (English or French) and elementary proficiency in the other.

Educational Background:
A university degree in a relevant field such as security management, project/programme management, engineering, construction management, facilities management, or risk management is mandatory for this position. This educational background is crucial for understanding the complexities of construction security and the associated risks involved in managing security operations effectively.

Experience:
The position requires a minimum of three years of relevant experience in construction security, physical security, or security coordination/operations. Experience in a complex, multi-stakeholder environment, particularly involving construction or infrastructure projects, is highly preferred. The candidate should have a proven track record of managing security operations effectively and coordinating with various stakeholders.

Languages:
Proficiency in NATO's official languages is mandatory. Candidates must possess a minimum of V (Advanced) level in one language and II (Elementary) level in the other. English and French are the official languages of NATO, and proficiency in both is essential for effective communication and reporting.

Additional Notes:
The successful applicant will be offered a definite duration contract of three years, with the possibility of renewal for up to three additional years, contingent upon the needs of the HQ Adaptation Programme. This position is specifically required for a limited period to support the project. Candidates must be nationals of NATO member countries to apply.
