Job Overview:
The Head of Coherence Branch position is based in Brussels, Belgium, and is integral to the transformation of NATO's IT services in support of its Digital Endeavour. The successful candidate will join the Communications and Services Unit (CSU) in Brussels, which serves as the primary Information, Communications, and Technology (ICT) service provider for 24/7 support to the Secretary General, the International Staff, the International Military Staff, and other customers at NATO Headquarters. The CSU is responsible for enabling end-to-end Communications and Information Systems (CIS) services, which include installation, operation, maintenance, and support of CIS capabilities during peacetime, crises, and wartime. The role requires a driven and enthusiastic individual who can develop, communicate, implement, and review processes that embed strategic management into operational management, ensuring that the organization meets its business requirements effectively.

Duties and Responsibilities:
The Head of Coherence Branch will be responsible for a variety of duties, including but not limited to: developing and communicating strategic management processes; leading the creation or review of business strategies; providing detailed advice on the application of their specialism to organizational planning and operations; maintaining knowledge in identifiable specialisms; forming and leading workgroups to achieve organizational objectives; delegating objectives and responsibilities to individuals or teams; facilitating workgroups to deliver defined goals; supporting and guiding teams in collaborative problem-solving; planning and managing resource acquisition and deployment; defining and managing resourcing processes; advising on available options for resourcing; identifying stakeholder communication needs; translating communication strategies into specific activities; facilitating open communication among stakeholders; updating risk assessment methods; and evaluating alternative risk management approaches.

Required Qualifications:
Candidates must possess a Master’s degree from a nationally recognized or certified university in a related discipline, along with at least 5 years of post-related experience. Alternatively, a Bachelor’s degree with 8 years of post-related experience is acceptable. Additionally, candidates should have experience in capacity and resource planning within complex service delivery environments, governance and process ownership, continuous improvement activities, and stakeholder and customer engagement at multiple organizational levels.

Educational Background:
The educational requirements for this position include a Master’s degree in a relevant field from a recognized institution, or a Bachelor’s degree accompanied by significant relevant experience. The focus should be on disciplines that relate to information technology, communications, or management, ensuring that candidates have a strong theoretical foundation to support their practical experience.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience in a related field if holding a Master’s degree, or 8 years if holding a Bachelor’s degree. This experience should encompass capacity and resource planning, governance, process ownership, and continuous improvement activities, particularly within complex service delivery environments. Furthermore, experience in engaging with stakeholders and customers at various organizational levels is crucial for success in this role.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and contributing to the collaborative environment within NATO.
