Job Overview:
The Performance Auditor position at IBAN involves assisting Primary Auditors as a team member in conducting performance audits of NATO bodies, as assigned by the Board. The incumbent will be responsible for ensuring that audits are performed in accordance with the established auditing standards. In addition to supporting audits, the incumbent may take on the role of lead auditor for less complex performance audits and will also be involved in audits related to NSIP expenditure. The role requires extensive travel, approximately half of the working year, to various NATO member countries, which is essential for conducting thorough audits and engaging with relevant stakeholders. The position demands a high level of professionalism, analytical skills, and the ability to communicate findings effectively to various audiences.

Duties and Responsibilities:
The Performance Auditor will have a range of duties and responsibilities, including: assisting Primary Auditors in performance audits of NATO bodies, acting as lead auditor for simpler audits, and participating in audits of NSIP project expenditures. The incumbent will ensure continuous professional development of audit skills and knowledge of NATO operations and auditing practices. Responsibilities also include preparing and presenting clear audit reports and findings, maintaining quality control over data input, and contributing to knowledge management within the Board. The auditor will work closely with other auditors, NATO officials, and national representatives, ensuring effective communication and collaboration throughout the audit process. Additionally, the incumbent may be required to perform other duties as assigned by the Board.

Required Qualifications:
To qualify for the Performance Auditor position, candidates must possess a university degree or an equivalent level of qualification. A minimum of four years of relevant performance audit experience is required, along with a solid understanding of the International Standards of Supreme Audit Institutions (ISSAIs) as promulgated by INTOSAI. Candidates should also have knowledge of current performance auditing techniques, including proficiency in audit software. Excellent oral and written communication skills are essential, as is the ability to work collaboratively in a team environment. The position requires a minimum proficiency level of V (Advanced) in one of NATO's official languages (English or French) and I (Beginner) in the other. Willingness to travel extensively and work outside normal office hours when necessary is also a requirement.

Educational Background:
Candidates must have a university degree or an equivalent level of qualification relevant to the field of auditing or finance. This educational background is crucial for understanding the complexities of performance audits and the financial management practices within NATO. Additional certifications or qualifications in auditing or project management methodologies, such as PRINCE2, would be advantageous and enhance a candidate's profile.

Experience:
The position requires at least four years of relevant performance audit experience. This experience should ideally include exposure to international auditing standards and practices, as well as familiarity with the operational context of NATO or similar organizations. Candidates with prior performance audit work experience with national Supreme Audit Institutions or those who have been seconded from such institutions will be viewed favorably. Experience in using data analytics in performance audits is also considered an advantage, as it demonstrates the ability to leverage technology for enhanced audit effectiveness.

Languages:
The mandatory languages for this position are NATO's official languages: English and French. Candidates must demonstrate a proficiency level of V (Advanced) in one language and I (Beginner) in the other. Proficiency in additional languages may be beneficial but is not a requirement for this role.

Additional Notes:
The contract offered to the successful applicant will be a definite duration contract of three years, with the possibility of renewal for up to a maximum of nine years of service. The contract may be renewed twice for further periods of up to three years each, subject to the agreement of the relevant national authority if the applicant is seconded from a NATO member state. The position is open only to nationals of NATO member countries, and applications must be submitted through the appropriate e-recruitment system.
