Job Overview: The E T Consultant position at the World Bank Group is a critical role that involves working closely with various teams, including the Special Representative to the EU, the CER teams in Washington DC, and the Ukraine CMU. The successful candidate will be responsible for enhancing support and awareness of the World Bank Group's mission among key stakeholders in Brussels. This role requires maintaining and developing strong partnerships with European Commission Directorates-General and services, as well as the European Investment Bank and EU Development Finance Institutions. The consultant will also support the EU-WBG partnership in knowledge and analytical work, ensuring that European Commission counterparts are aware of and can utilize the World Bank's knowledge products. The position demands a proactive approach to advancing the WBG's strategic agenda, particularly in relation to Ukraine's reconstruction and EU membership path, and requires collaboration with various WBG units to represent the organization effectively across a spectrum of development priorities.
Duties and Responsibilities: The duties and responsibilities of the E T Consultant include: maintaining and developing partnerships with key interlocutors in Brussels, specifically with European Commission Directorates-General and services; supporting the advancement of the EU-WBG partnership related to knowledge and analytical work; engaging with stakeholders to ensure the WBG's agenda is advanced in Ukraine's reconstruction efforts; gathering intelligence and writing policy briefs on EU-WBG cooperation; representing the WBG at meetings and events; facilitating outreach activities; monitoring EU external action instruments; developing expertise on the EU pre-accession program for Ukraine; drafting presentations and organizing briefing materials; preparing intelligence reports; and coordinating World Bank participation in EU-led events. The consultant will also be responsible for logistical support for senior management engagements and planning outreach activities to share WBG knowledge with stakeholders.
Required Qualifications: Candidates must possess a relevant mix of education and experience, including a master’s degree with at least 2 years of experience or an equivalent combination of education and experience in communications, journalism, international affairs, or related fields. Familiarity with World Bank procedures and operations, including trust funds and financial instruments, is essential. Proven knowledge of EU institutions, policies, and financing instruments is required, along with knowledge of Ukraine's EU accession process or the Western Balkans enlargement framework. Candidates should demonstrate excellent organizational and analytical skills, the ability to manage multiple tasks, and strong diplomatic and client-engagement skills. Proficiency in English is mandatory, and knowledge of additional languages is considered an asset.
Educational Background: The educational background required for this position includes a master’s degree in a relevant discipline such as communications, journalism, international affairs, or other related fields. This educational foundation is crucial for understanding the complexities of the role and effectively engaging with various stakeholders in the context of international development and EU relations.
Experience: The position requires a minimum of 2 years of relevant experience, which can be a combination of professional work and educational experience. Candidates should have a proven track record of working in environments that require strong analytical and organizational skills, as well as the ability to navigate complex institutional frameworks, particularly within the context of the World Bank and EU relations.
Languages: The mandatory language for this position is English, which is essential for effective communication within the World Bank Group and with external stakeholders. Additionally, knowledge of French is preferred, as it may enhance the candidate's ability to engage with French-speaking partners and stakeholders in Brussels. Proficiency in other languages is considered an asset and may provide additional advantages in this role.
