IRIS² Future Services Integration and Exploitation Officer

Job Overview:
The IRIS² Future Services Integration and Exploitation Officer will play a crucial role in the IRIS² Integrated Programme Team (IPT) within the Secure Connectivity Programme Department. This position is pivotal in preparing future service exploitation models, particularly focusing on Direct to Device (D2D) and Satellite Internet of Things (IoT) services. The officer will ensure effective coordination between the European Commission and ESA initiatives, contributing to the integration of new services into the existing concession scheme. The role requires a strategic approach to programmatic responsibilities, interfacing with various stakeholders, and preparing contracts in collaboration with the IPT. The officer will also support the establishment of new structures within the Commission and ESA, addressing the usage of IRIS² in the context of a comprehensive system-of-systems approach.

Duties and Responsibilities:
The officer will be responsible for the following duties:

• Prepare exploitation models for new service integration into IRIS², focusing on programmatic and strategic aspects.
• Interface with ESA for supervision of industrial activities related to development and validation in accordance with the Contribution Agreement and Programme Management Plan.
• Collaborate with DG CONNECT and other relevant Commission services on the implementation of Mobile Satellite Services (MSS) and related legislative acts.
• Engage with Member States' authorities to facilitate timely implementation of IRIS² IoT and D2D services.
• Prepare various elements of relevant contracts in close cooperation with the IPT.
• Work with the Satellite Navigation Unit of the European Commission to integrate new services such as Positioning, Navigation, and Timing into hardgov services.
• Report to the Exploitation Manager of the IPT and provide necessary support.
• Assist in establishing new structures within the Commission and ESA for IRIS² usage in a system-of-systems context.

Required Qualifications:
Candidates must possess a master's degree in engineering. Additionally, the following qualifications are considered assets: previous experience with Galileo or satellite navigation, and additional education or professional experience in international relations or EU affairs. Candidates should demonstrate a strong understanding of the EU governmental services landscape, particularly in relation to the IRIS² Regulation and Concession Agreement, as well as the EU interinstitutional environment and decision-making processes.

Educational Background:
A master's degree in engineering is required for this position. This educational background is essential to ensure that the candidate possesses the technical knowledge necessary for the role, particularly in the context of satellite communications and governmental services.

Experience:
Candidates should have relevant professional experience, ideally with a minimum of four years following the completion of their master's degree. This experience should be in areas related to EU governmental services, satellite navigation, or similar fields. If a candidate has less than four years of relevant experience, the position may be filled at a lower grade level (A1).

Languages:
The working languages of the Agency are English and French. A good knowledge of one of these languages is mandatory, while knowledge of another Member State language would be considered an asset. This linguistic requirement is crucial for effective communication within the agency and with external stakeholders.
