Job Overview: The Programme Analyst position at UN Women in Armenia is pivotal for the effective management and implementation of the Women, Peace and Security (WPS) portfolio. The incumbent will report to the Programme Specialist based in Yerevan and will work under the guidance of the UN Women Country Representative in Georgia. The role involves providing substantive technical support for programme design, implementation, monitoring, evaluation, and reporting. The Programme Analyst will lead policy dialogue and advocacy efforts, coordinate capacity development initiatives, and foster partnerships with various stakeholders, including government institutions, civil society organizations, and international partners. This position is crucial for advancing the WPS agenda in Armenia and ensuring that the country meets its international commitments related to gender equality and women's empowerment in peace and security contexts.
Duties and Responsibilities:
Contribute technically to the development of programme strategies in the area of regional WPS programme by providing substantive inputs to the design and formulation of programme/project proposals and initiatives, and identifying areas for support and intervention related to the programme.
Provide substantive technical support to the implementation and management of the regional WPS programme, including leading the implementation of programme activities, coordinating calls for proposals, and training partners on Results Based Management.
Provide technical assistance and capacity development to project/programme partners by maintaining relationships with national partners and facilitating technical support and training as needed.
Monitor progress of implementation of activities and finances using results-based management tools, drafting reports on monitoring missions and programme results.
Monitor budget implementation and provide inputs to financial reports.
Contribute to building partnerships and resource mobilization strategies by preparing relevant documentation and participating in donor meetings.
Provide technical support to inter-agency coordination on WPS to achieve coherence and alignment of UN Women programmes with other partners.
Develop background documents and coordinate advocacy campaigns and knowledge management efforts related to WPS.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The position requires a Master's degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is considered an added advantage. Candidates must demonstrate strong programme management skills and a solid understanding of gender equality and women's empowerment issues.
Educational Background: Candidates must possess a Master's degree or equivalent in relevant fields such as social sciences, human rights, gender studies, or international development. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is beneficial but not mandatory.
Experience: Candidates should have at least 2 years of progressively responsible professional experience in programme management and implementation related to gender equality, women, peace and security, or governance. Those with a Bachelor's degree should have a minimum of 4 years of relevant experience. Experience in designing, implementing, monitoring, and reporting on complex programmes, particularly at a regional or multi-country level, is essential. Familiarity with Results-Based Management and experience in managing partnerships with various stakeholders, including government and civil society organizations, is also required. Experience in conflict-affected contexts is highly desirable, and familiarity with the UN system is an asset.
Languages: Fluency in English and Armenian is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is considered desirable and may enhance a candidate's profile.
