Job Overview: The In Country Facilitator will play a crucial role in supporting the implementation of Nationally Determined Contributions (NDCs) and climate action initiatives at the national level. This position involves working closely with a diverse array of stakeholders, including government officials, international partners, and local organizations, to mobilize resources and track progress towards climate goals. The facilitator will serve as the NDC Partnership’s interface in the country, ensuring effective communication and coordination among various partners and the government of the Central African Republic. This role is essential for facilitating the smooth implementation of the Country Engagement Process and supporting ongoing coordination efforts between the NDC Partnership Support Unit and the government.
Duties and Responsibilities:
Coordination and communication with key stakeholders: Ensure effective communication regarding NDC Partnership engagement with national, international, and local stakeholders. Facilitate coordination and information exchange among partners to leverage their strengths in support of the Implementation Plan. Organize meetings to monitor and coordinate the implementation of the plan with stakeholders.
Operationalization of NDC Implementation Plan: Collaborate with the NDC Partnership Support Unit to manage and update the Implementation Plan in the Online Tool. Identify implementing partners and maintain updated contact details. Contribute to the development and validation of the Implementation Plan Narrative.
Facilitation of NDC Implementation Plan implementation: Create an Annual Work Plan outlining specific goals in collaboration with the Country Engagement Specialist. Document changes in the operating context and support decision-making processes.
Mobilization of resources for implementation: Advise the government on mobilizing partner financing to address support gaps for NDC implementation. Update government needs and priorities and engage with partners to align resources with the Implementation Plan.
Tracking of Implementation Plan and Investment Plan implementation progress: Monitor and assess the implementation progress and coordinate reporting from partners. Prepare quarterly update reports summarizing insights, challenges, and recommendations.
Organize and support NDC-related meetings: Facilitate national multi-stakeholder NDC dialogues and support the government in preparing for relevant events such as COPs and regional climate weeks.
Required Qualifications: The position requires a Master’s degree or equivalent in public policy, development, climate change, natural resource management, environmental management, or a related field, along with at least 5 years of relevant experience. A Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of an advanced degree. Candidates should have experience in public and/or private sectors focusing on climate change, project management, stakeholder engagement, and proposal development. Familiarity with multilateral governance processes related to climate change and knowledge of the country’s policy frameworks are also essential.
Educational Background: Candidates must possess a Master’s degree or equivalent in relevant fields such as public policy, development, climate change, natural resource management, or environmental management. A Bachelor’s degree may be accepted with additional relevant work experience, totaling 7 years.
Experience: Candidates should have a minimum of 5 years of experience in the public and/or private sector, particularly in areas related to climate change, project management, and stakeholder engagement. Experience with multilateral governance processes and knowledge of national climate change policies are highly desirable. Familiarity with UNFCCC processes and previous experience in similar assignments will be considered an asset.
Languages: Fluency in English and French is required. Proficiency in Spanish, Arabic, Mandarin, or Russian is considered desirable but not mandatory.
Additional Notes: This is a home-based position for a duration of 12 months, with a maximum of 220 working days and the possibility of extension based on performance and funding availability. The position is open to nationals of the Central African Republic or individuals with a valid residence permit in the country. Female candidates are strongly encouraged to apply.
