Job Overview:
The Financing and Partnerships Consultant will play a crucial role in supporting women food producers and agricultural workers by identifying and developing viable financing models. The consultant will conduct evidence gathering through desk reviews and interviews with financial institutions to assess the feasibility and potential for scaling these models. The role involves drafting concept notes for a proposed Hub that integrates financing, training, learning, and marketplace functions, as well as engaging stakeholders through roundtable discussions to validate concepts and secure commitments. The consultant will also be responsible for formalizing partnerships through the development of memoranda of understanding (MOUs) and creating strategic communication materials to promote the Hub and mobilize support from government offices and potential investors. This position requires a proactive approach to stakeholder engagement and a strong understanding of gender-responsive financing.

Duties and Responsibilities:

• Conduct a strategic review and model development to identify and articulate 2-3 viable financing models for women food producers and agricultural workers.
• Gather evidence through desk reviews and interviews with targeted financial institutions to assess the feasibility and alignment of financing models.
• Draft and prepare concept notes for a proposed Hub that integrates financing, training, learning, and marketplace functions, including detailed costing and operationalization pathways.
• Convene roundtable discussions with identified partners to validate concepts, secure commitments, and refine partnership modalities.
• Develop memoranda of understanding (MOUs) among financing partners and deliver a partnership model for piloting and sustaining initiatives.
• Prepare presentation decks tailored for strategic government offices and potential investors to promote the Hub and mobilize support.
• Complete any other requests within the functional profile as guided by the supervisor.

Required Qualifications:

• A Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• At least 7 years of progressively responsible experience in public finance, development work, resource mobilization, communications/advocacy, and/or business development is required.
• Experience working on gender equality, governance, and development issues in the context of the Philippines is required.
• Proven experience in partnership formalization with public and private sector entities, including the development of MOUs and partnership models.
• Experience in drafting and producing quality research papers and reports, project/programme development, results-based reporting, and facilitating key informant interviews, consultations, and workshops is required.
• Experience working within the UN system and/or with international frameworks, norms, and standards on gender equality and the Sustainable Development Goals is desirable.

Educational Background:
The position requires a Master’s degree or equivalent in relevant fields such as economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related area. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree, indicating a flexible approach to educational qualifications based on experience.

Experience:
The consultant must have at least 7 years of progressively responsible experience in areas such as public finance, development work, resource mobilization, communications/advocacy, and/or business development. This experience should include a strong focus on gender equality, governance, and development issues, particularly within the context of the Philippines. Additionally, experience in formalizing partnerships with both public and private sector entities, as well as drafting and producing quality research papers and reports, is essential. Familiarity with the UN system and international frameworks related to gender equality and the Sustainable Development Goals is also desirable.

Languages:
Fluency in English and Filipino is required for this position. Knowledge of any other UN official language is considered an asset, enhancing the consultant's ability to engage with a diverse range of stakeholders and partners.

Additional Notes:
This consultancy is home-based, with the consultant required to report to the UN Women Philippines office as needed. The consultant may access the office for document printing or on-site work as required. There may be at least one mission related to the scope of work, which will be arranged and paid for separately in accordance with UN Women’s travel policy.
