Job Overview:
The Assistant Education Officer will play a crucial role in supporting the implementation of the Refugee Education 2030 strategy, which aligns with the Global Compact on Refugees (GCR). This position is vital for enhancing the quality and inclusiveness of national education systems, ensuring that refugee and host community children and youth have access to education at all levels. The Assistant Education Officer will work closely with UNHCR Country Offices and partners to advocate for educational access and quality, ensuring that UNHCR's programming aligns with the Sustainable Development Goals (SDGs), particularly SDG 4, which focuses on inclusive and equitable quality education. The role involves providing technical support, maintaining close contact with various stakeholders, and ensuring that education policies are adapted to the specific context of Chad. The incumbent will also be responsible for promoting safe learning environments and enabling learners to leverage their education for sustainable futures.

Duties and Responsibilities:
The Assistant Education Officer will be responsible for translating global education objectives into actionable strategies at the national level. Key duties include promoting partnerships with national education stakeholders, providing technical advice on education programs, and supporting senior management in advocacy efforts. The incumbent will engage in national planning processes to ensure the inclusion of refugees in education sector analyses and plans. They will participate in working groups to extend refugee education support programming and assist in monitoring the implementation of education programs. The role also involves training UNHCR staff and partners, developing relevant tools, and participating in joint assessment missions to minimize educational disruptions for refugee children. Additionally, the Assistant Education Officer will prepare reports and documentation related to education initiatives and support the identification and management of risks impacting educational objectives.

Required Qualifications:
Candidates must possess strong interpersonal skills, excellent analytical and drafting abilities, and effective communication skills. The role requires demonstrated capacity to work independently and experience in educational research, teaching, or education administration. Desirable qualifications include field experience in education program implementation, knowledge of UNHCR policies, and experience working with government ministries. The Assistant Education Officer should also have a solid understanding of child protection issues and experience in refugee education programs.

Educational Background:
The position requires a minimum of an undergraduate degree in Education, Social Sciences, or a related field. Candidates with a graduate degree or doctorate may be considered with no prior experience. Relevant fields of education are essential for this role, as they provide the foundational knowledge necessary for effective program implementation and advocacy in the education sector.

Experience:
For the P1/NOA level, candidates should have at least one year of relevant experience with an undergraduate degree, or no experience with a graduate degree or doctorate. Experience in progressively responsible functions in education, particularly in humanitarian or development contexts, is highly desirable. Candidates should demonstrate a strong background in education program coordination and implementation, as well as experience working with government entities and educational stakeholders.

Languages:
Fluency in French is mandatory due to the operational context of Chad, which is a French-speaking country. Knowledge of English is also required, and a good working knowledge of Arabic is considered an asset. Candidates should have at least a B2 level proficiency in the required languages to effectively communicate and collaborate with diverse stakeholders.
