Job Overview:
The Monitoring and Evaluation Associate will play a crucial role in supporting the Planning, Monitoring and Evaluation (PM&E) Unit of UNFPA Philippines. This position is designed to provide short-term technical assistance in various areas, including planning, monitoring, reporting, and evaluation. The consultant will be responsible for ensuring that the Country Programme is implemented effectively, aligning with government priorities and addressing both development and humanitarian needs. The role requires a proactive approach to results-based management, where the consultant will contribute to the quality assurance of implementing partner Annual Work Plans and assist in the monitoring of program performance. The consultant will also be involved in preparing analytical summaries and knowledge products to facilitate informed decision-making by senior management.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:

• Supporting the quality assurance of implementing partner Annual Work Plans through quarterly reviews of progress against planned results.
• Assisting in the implementation of the Country Office monitoring plan, ensuring effective monitoring of Annual Work Plans and program performance.
• Contributing technical inputs to mid-year and annual reviews of the Country Programme.
• Coordinating the review and analysis of program results from various teams and implementing partners.
• Maintaining and updating monitoring and information management systems, including PMT, IPMT, UN INFO, and other corporate reporting platforms.
• Ensuring the quality assurance of corporate, donor, and implementing partner reports.
• Supporting field monitoring missions, Post-Distribution Monitoring exercises, assessments, and other evidence generation activities, including data analysis and reporting.
• Assisting in the implementation of planned evaluations and following up on evaluation recommendations and management responses.
• Preparing analytical summaries, presentations, and other knowledge products to support program management and senior management decision-making. 1
• Providing technical support to program staff and implementing partners on results-based management, monitoring tools, and reporting requirements. 1
• Performing other monitoring, evaluation, and information management tasks as assigned by the PM&E Specialist.

Required Qualifications:
Candidates must possess a completed Secondary Level Education as a minimum requirement. A university degree at the bachelor’s level or higher in relevant fields such as statistics, development studies, economics, public health, population studies, demography, or any related social science discipline is highly desirable. The role demands strong analytical, writing, and communication skills, as well as the ability to manage multiple assignments effectively under tight deadlines. Familiarity with results-based management standards and the ability to synthesize program data into actionable insights are essential.

Educational Background:
The educational background required for this position includes at least a completed Secondary Level Education, with a preference for candidates holding a bachelor’s degree or higher in fields related to statistics, development studies, economics, public health, population studies, demography, or other relevant social sciences. This educational foundation is crucial for understanding the complexities of program management and evaluation in both development and humanitarian contexts.

Experience:
The position requires a minimum of 7 years of progressively responsible experience in results-based management, including program planning, monitoring, reporting, and information management in development and/or humanitarian contexts. For candidates with a relevant first-level or advanced university degree, the minimum experience requirement is reduced to 6 years. Experience in managing evaluation processes, supporting monitoring and reporting in humanitarian contexts, and familiarity with the humanitarian-development-peace nexus is highly desirable. Proficiency in data management, analysis, and visualization using tools like Microsoft Excel and Power BI is also essential, along with the ability to provide technical support on results-based management to program teams and partners.

Languages:
Fluency in English and Filipino is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration with diverse stakeholders.

Additional Notes:
The consultancy period is set from 15 August to 31 October 2026, with the consultant expected to work full-time at the UNFPA Country Office in Metro Manila, Philippines. The consultant will report directly to the Planning, Monitoring and Evaluation Specialist, with progress reviewed through weekly meetings.
