Job Overview:
The position of Consultant on Macroclimate involves supporting the Government of Lao PDR in formulating the Energy and Industry CO₂ Reduction Master Plan. The consultant will conduct a national study that provides analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis to inform climate action planning and macroeconomic policy design. The study aims to enhance policymakers' understanding of the economic implications of climate change and to develop climate policies that promote socioeconomic prosperity. The consultant will be responsible for preparing an annotated outline of the study, conducting a literature review, and developing a methodology tailored to Lao PDR. The consultancy will also involve participation in workshops to gather information and disseminate findings, with the core analytical work expected to be completed by the end of October 2026.

Duties and Responsibilities:
The consultant's duties and responsibilities include conducting a macroeconomic-fiscal-climate assessment study, which will involve reviewing Lao PDR's development objectives, assessing macroeconomic exposure to climate-related shocks, and contributing to the renewable energy development strategy. The consultant will design and analyze policy-relevant scenarios, assess the readiness of macro-fiscal and public debt management arrangements, and propose tailored policy recommendations. Additionally, the consultant will prepare and deliver presentations of the study's findings at workshops and participate in capacity-building activities with government stakeholders. The consultant is expected to work under the guidance of the Associate Economic Affairs Officer of ESCAP's Macroeconomic Policy and Financing for Development Division.

Required Qualifications:
The position requires a Master of Arts in International Development, Economics, Philosophy, or Development Planning. Candidates should have a broad and in-depth understanding of macroeconomic policy, climate risk analysis, and fiscal instruments. Experience in analytical or advisory roles supporting national governments or international development agencies is highly desirable. Demonstrated experience in quantitative macroeconomic analysis, macro-fiscal assessment, and climate-related fiscal risk assessment is also required. Familiarity with the policy landscape and challenges in Lao PDR is essential.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as International Development, Economics, Philosophy, or Development Planning. This educational background is crucial for understanding the complexities of climate action planning and macroeconomic policy design.

Experience:
The consultant should have significant experience in analytical or advisory roles, particularly in support of national governments or international development agencies. Experience in quantitative macroeconomic analysis, macro-fiscal assessment, and climate-related fiscal risk assessment is highly desirable. Familiarity with developing or applying analytical frameworks for macro-fiscal or climate-risk assessment in developing countries, especially least developed countries, is an advantage.

Languages:
A good command of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
