The IOM Regional Office for Asia and the Pacific (ROAP) is located in Bangkok, Thailand, and covers 40 countries across the Asia and Pacific region. The key responsibilities of the ROAP include formulating regional strategies and plans of action, as well as providing programmatic and administrative support to the countries within the region.

Job Overview:
The Consultant (RDH Regional DTM) will operate under the direct supervision of the Regional Data Hub Coordinator and will receive guidance from the Global DTM team. The primary role of the Regional DTM Consultant is to support the coordination of displacement tracking and flow monitoring initiatives within the region, particularly in response to the ongoing escalation in the Middle East and beyond. This position is crucial for ensuring compliance with global standards, maintaining the quality of country-level outputs and analysis products, and adhering to IOM's data visualization, dissemination, and sharing procedures. The consultant will also be responsible for developing regional data products, which include analysis, reporting, editing, and design. The position requires a proactive approach to data management and a commitment to producing high-quality outputs that inform evidence-based programming and policy development.

Duties and Responsibilities:
The successful candidate will be responsible for a comprehensive set of duties, including:

• DTM Programme Development and Support: Coordinate and support the design, setup, and rollout of new DTM initiatives and capacity-building activities in alignment with IOM’s Strategic Plan and global standards. Guide and support Country Offices in the application of IOM DTM methodologies, ensuring compatibility with global data standards. Implement mechanisms for compliance and quality standards at regional and country levels. Provide technical and operational support to the DTM Route-based Approach (DTM RBA).
• Data Analysis and Reporting: Monitor and advise on the production of information products related to regional and country-level mobility data sources. Conduct data analysis and interpretation of DTM and other human mobility datasets, producing high-quality analytical reports, factsheets, and briefs. Develop reporting products in accordance with IOM and DTM guidelines, ensuring they are publication-ready.
• Coordination and Partnerships: Provide regular updates to relevant units and the global DTM Support Team. Participate in meetings and undertake duty travel as required for DTM operations assessment and project setup.
• Good Data Practice and Dissemination: Support regional DTM communication efforts by developing communication materials and digital content. Adhere to IOM data protection and governance standards, considering ethical data collection and dissemination practices. Perform additional duties as assigned.

Required Qualifications:
Candidates must possess a Master’s degree in Migration Studies, Demography, Political or Social Science, Statistics, International Relations, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should have experience in emergency humanitarian operations management, coordination of information flows, and data management, including collection, storage, processing, and analysis of data to generate information products. Strong knowledge of DTM methodologies and standards is essential, as is previous experience in country-level DTM implementation. Proven experience in humanitarian and migration data report development and review is also required, along with experience in data visualization and information design.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as Migration Studies, Demography, Political or Social Science, Statistics, or International Relations from an accredited institution. Alternatively, a University degree in these fields with extensive professional experience is acceptable. The educational qualifications must be from institutions recognized in the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional expertise in migration and data management.

Experience:
Candidates are expected to have a minimum of five years of relevant professional experience if they hold a Master’s degree, or seven years if they possess a University degree. This experience should encompass emergency humanitarian operations management and coordination of information flows, as well as data management practices including the collection, storage, processing, and analysis of data. Familiarity with DTM methodologies and standards is crucial, and previous experience in implementing DTM at the country level is considered a strong asset. Additionally, candidates should have proven experience in developing and reviewing humanitarian and migration data reports, as well as skills in data visualization and information design.

Languages:
Fluency in the English language, both oral and written, is mandatory for this position. This proficiency is essential for effective communication and reporting within the organization and with external stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse populations and stakeholders in the region.
