Job Overview:
The Partnership Development and Coordination Specialist for ASEAN will play a crucial role in leading the engagement strategy with ASEAN, ensuring that UN Women’s initiatives align with regional and national priorities. This position involves close collaboration with regional thematic leads and country offices to enhance UN Women’s strategic engagement with ASEAN and its member states. The specialist will be responsible for identifying potential entry points for partnerships, supporting the implementation of joint programming, and contributing to resource mobilization efforts. The role requires a deep understanding of gender equality issues and the ability to navigate complex intergovernmental processes to drive gender-transformative outcomes in Southeast Asia.

Duties and Responsibilities:

• Provide overall guidance to shape programs supporting ASEAN's gender-transformative results, including strategic positioning and coordination support.
• Maintain critical relationships with the ASEAN Secretariat and Member States to advance gender equality.
• Identify new areas for partnership and collaboration with ASEAN institutions.
• Lead the synthesis of good practices from ASEAN-UN Women joint programming.
• Support strategic planning for regional and country offices.
• Build and maintain strategic partnerships with civil society and ASEAN dialogue partners.
• Coordinate monitoring and reporting of the ASEAN portfolio, including preparing technical reports and progress updates.
• Develop and implement resource mobilization strategies, identifying opportunities for joint work with ASEAN bodies.
• Perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, or Gender. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification is an added advantage. Candidates should have at least 7 years of progressively responsible experience in program development and coordination, including resource mobilization and partnership building. Experience in women’s empowerment and human rights is required, along with demonstrated experience in engaging with intergovernmental processes in the Asia-Pacific region, particularly within ASEAN. Knowledge of gender equality frameworks and the ability to analyze political trends is essential.

Educational Background:
A Master’s degree or equivalent in relevant fields such as Social Sciences, Political Science, Development, Public Administration, or Gender is required. A first-level university degree may be accepted with additional qualifying experience. A project/programme management certification would be beneficial.

Experience:
At least 7 years of progressively responsible experience in program development and coordination is required. Candidates should have experience in resource mobilization, partnership building, and stakeholder engagement, particularly in the context of women’s empowerment and human rights. Proven ability to lead regional programs and engage in intergovernmental processes is essential, along with experience in facilitating multi-stakeholder collaboration.

Languages:
Fluency in English and Bahasa Indonesian is required. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.
