Job Overview: The Planning, Budget and Operations Assistant will provide essential operational and analytical support for various activities within the Planning, Budgeting and Results Reporting (PBM) Unit. This role is crucial for ensuring effective programme planning, budgeting, monitoring, reporting, and data management. The incumbent will work closely with Budget Centres to implement Results-Based Management (RBM) processes and will utilize WHO corporate systems such as SPM, CEM, and GSM to enhance programme budget management. The position requires a proactive approach, allowing the incumbent to work independently while adhering to established WHO policies and guidelines. The role also involves collaboration with colleagues across different organizational units to ensure timely completion of planning and reporting requirements, thereby strengthening data-driven decision-making.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks including: supporting Budget Centres in programme planning, budgeting, and workplan management; monitoring budget implementation and resource utilization; assisting in position costing and budget-related transactions; collecting and consolidating corporate reporting submissions; preparing planning, budget, and performance reports; maintaining data quality across systems; generating reports for programme management; analyzing programme and budget data; developing dashboards and analytical reports; identifying trends and opportunities for improving budget performance; providing operational support for regional planning and reporting exercises; facilitating communication with Budget Centres; supporting capacity-building activities related to corporate systems; and performing other related duties as assigned.
Required Qualifications: Candidates must possess a strong background in business administration, finance, accounting, economics, statistics, or information management. Essential qualifications include completion of secondary education supplemented by relevant training. A university degree or diploma in a related field is desirable. Candidates should have at least 10 years of progressively responsible experience in planning, budgeting, finance, monitoring, reporting, or data management. Experience with ERP systems and data analysis is essential, while experience in WHO or another UN organization is desirable. Candidates should also have knowledge of programme planning and reporting processes, strong analytical skills, and proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
Educational Background: The educational requirements for this position include completion of secondary education with additional training in relevant fields such as business administration, finance, accounting, economics, statistics, or information management. A university degree or diploma in one of these areas is highly desirable and will enhance a candidate's application.
Experience: The position requires a minimum of 10 years of progressively responsible experience in relevant fields such as planning, budgeting, finance, monitoring, reporting, or data management. Candidates with experience in WHO or other UN organizations, as well as those who have worked with corporate management information systems, will be preferred. Experience in data analysis and report preparation is also essential, along with familiarity with tools for developing dashboards and data visualization products.
Languages: Candidates must have expert knowledge of either French or English, with intermediate knowledge of the other language. Knowledge of Portuguese or any other UN official language is considered desirable but not mandatory.
Additional Notes: The position offers an attractive remuneration package, including an annual net base salary starting at XAF 19,231,000, subject to mandatory deductions. The role includes 30 days of annual leave. This vacancy may be used to fill other similar positions at the same grade level.
