Job Overview: The Monitoring Assistant position is based at the WFP Sub-Office in Brazzaville, Republic of the Congo. The role involves providing technical and operational support for monitoring activities implemented by the WFP Sub-Office, ensuring the quality and compliance of these activities with WFP standards and procedures. The Monitoring Assistant will be responsible for regular field monitoring, data collection, analysis, and reporting related to field activities. This position requires close collaboration with various units within WFP, implementing partners, and other stakeholders to ensure the quality and relevance of collected data, support decision-making, and contribute to effective operations management. The Monitoring Assistant will also be expected to produce high-quality reports, formulate operational recommendations, and contribute to the continuous improvement of WFP interventions in the coverage area of the Sub-Office.
Duties and Responsibilities: The Monitoring Assistant will have a range of responsibilities, including:
Operational Monitoring: Ensure the monitoring of activity implementation according to the Operational Monitoring Plan and WFP standards. Verify food and non-food distributions, identify discrepancies, and report them to the supervisor for timely corrective actions. Conduct regular field missions to assess the quality of activity implementation, identify best practices, operational constraints, and risks affecting interventions. Produce clear and structured monitoring reports after each field mission, highlighting findings, actions taken, observed deficiencies, and recommendations for improvement. Follow up on the implementation of recommendations made during supervision missions and contribute to the continuous improvement of operational quality.
Data Collection, Management, and Analysis: Collect, verify, consolidate, and analyze data related to WFP activities according to established tools and procedures to support indicator tracking, performance evaluation, and decision-making. Maintain and update records, databases, and monitoring documents related to the Sub-Office activities. Contribute to data entry, consolidation, and updates in WFP information systems, including COMET, LESS, and other platforms used for program monitoring.
Accountability, Protection, and Feedback Management: Ensure the implementation of accountability mechanisms towards affected populations and contribute to the handling of complaints, information requests, and feedback from beneficiaries according to WFP procedures. Monitor cases recorded in SugarCRM and contribute to their processing and closure in coordination with relevant units. Uphold principles of protection, beneficiary dignity, accountability, and prevention of sexual exploitation and abuse (PSEA) during field activities.
Coordination and Partner Support: Liaise with cooperating partners and other stakeholders to facilitate activity implementation and gather necessary information for program monitoring. Provide technical support to implementing partners on WFP monitoring procedures, tools, and methods to enhance their capacities and improve reporting quality. Gather and analyze feedback from cooperating partners, communities, and beneficiaries to identify implementation challenges and propose appropriate corrective measures.
Program Management Support: Participate in community awareness activities related to WFP interventions. Contribute to the preparation of technical and operational reports for the Sub-Office. Support the RAM team and the Sub-Office Chief in implementing monitoring, evaluation, and reporting activities. Perform any other tasks assigned by the supervisor as part of the role.
Required Qualifications: Candidates must possess strong analytical skills, attention to detail, and the ability to work collaboratively in a team environment. Proficiency in data collection and analysis tools is essential. Candidates should demonstrate a commitment to WFP's values and principles, including integrity, accountability, and respect for diversity. Strong communication skills, both written and verbal, are required to effectively convey findings and recommendations. Candidates should also be adaptable and able to work in challenging environments, demonstrating resilience and problem-solving abilities.
Educational Background: A minimum of a secondary school education is required, with a preference for candidates holding a university degree in a relevant field such as social sciences, development studies, or a related discipline. Additional training or certifications in monitoring and evaluation, data analysis, or project management would be advantageous.
Experience: Candidates should have at least two years of relevant work experience in monitoring and evaluation, data collection, or related fields. Experience working in humanitarian or development contexts, particularly in food security or nutrition programs, is highly desirable. Familiarity with WFP operations and procedures would be an asset, as well as experience in working with diverse teams and stakeholders.
Languages: Fluency in French is mandatory, as it is the working language in the Republic of the Congo. Proficiency in English is considered an asset, as it may facilitate communication with international partners and stakeholders. Knowledge of local languages would also be beneficial in engaging with communities and beneficiaries effectively.
