Job Overview:
The position of Chargé(e) des politiques de programme (Responsable de l'Activité 1) is crucial within the WFP's Programme Unit in Brazzaville, Republic of the Congo. The incumbent will be responsible for managing and coordinating Activity 1, which focuses on providing timely nutrition" style="border-bottom: 1px dotted #007bff !important;">food and nutrition assistance to those affected by crises and food insecurity. This role involves close collaboration with field offices, technical units, government institutions, UN partners, and regional and headquarters offices. The position requires a proactive approach to emergency preparedness, responsive food assistance, and social protection interventions, ensuring alignment with WFP's policies and the country strategic plan. The successful candidate will play a key role in strengthening national systems for preparedness, response, and social protection, contributing to the overall mission of WFP.

Duties and Responsibilities:
The duties and responsibilities of this position include coordinating the planning, implementation, monitoring, and periodic review of Activity 1, ensuring alignment with the country strategic plan, approved budgets, results frameworks, and WFP program standards. The incumbent will also coordinate emergency preparedness and response at the country office level, represent WFP in relevant UN coordination mechanisms, and liaise with regional offices and emergency teams at headquarters regarding country emergency profiles, preparedness measures, operational readiness, risk management, and capacity strengthening. Additionally, the role involves supporting the development of national early warning systems and implementing anticipatory action approaches, preparing and reviewing concept notes, program strategies, operational plans, and project proposals. The incumbent will analyze security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security information and provide timely updates and practical recommendations to WFP management, government, and UN stakeholders. Furthermore, the position requires the design, coordination, and monitoring of shock response programs and rapid recovery interventions, supporting the government in developing adaptive social protection systems, and maintaining robust monitoring and reporting mechanisms for Activity 1.

Required Qualifications:
Candidates must possess proven experience in emergency preparedness and response, early warning, shock-responsive programming, or social protection. A strong understanding of food and cash assistance, as well as proficiency in beneficiary management or transfer tools, is essential. The ideal candidate should have solid coordination skills and experience collaborating with government counterparts, UN entities, and technical working groups. The ability to translate analyses into concise operational recommendations, quality reports, concept notes, and funding proposals is crucial. The candidate should also demonstrate the capacity to mentor staff, manage competing priorities, and undertake field missions as required.

Educational Background:
A minimum of a master's degree in international relations, economics, nutrition/health, agriculture, environmental sciences, social sciences, public policy, disaster risk management, or a related field is required. Alternatively, a bachelor's degree with two additional years of relevant professional experience or advanced training may be considered sufficient.

Experience:
At least one year of relevant professional experience with a master's degree, or three years with a bachelor's degree, in program management, emergency preparedness and response, food assistance, social protection, or a related field is required. Experience in implementing or coordinating emergency response programs, shock-responsive social protection, rapid recovery, or food assistance is highly desirable.

Languages:
Fluency in French (level C) is mandatory, and intermediate knowledge of English (level B) is desirable. Proficiency in additional languages may be an asset.
