WHO Consultant - Health Expenditure Tracking and SRHR Financing

Job Overview:
The consultancy position aims to enhance the measurement, analysis, and utilization of Sexual and Reproductive Health and Rights (SRHR) expenditure data. The consultant will support the refinement of the System of Health Accounts (SHA 2011) framework, focusing on improving the identification and measurement of SRHR expenditures. This role involves developing technical guidance, providing support to pilot countries, and strengthening WHO AFRO's capacity to manage and analyze National Health Accounts (NHA) datasets. The consultant will also generate analytical products that inform policy dialogue and decision-making regarding health financing in the African region.

Duties and Responsibilities:
The consultant will undertake several key activities, including:

• Refining the SHA methodology for SRHR expenditure tracking by reviewing existing classifications and developing refined expenditure classifications.
• Supporting the piloting of the SRHR expenditure tracking methodology in selected countries, providing technical support and reviewing expenditure mapping approaches.
• Strengthening regional NHA data management by compiling and organizing datasets, ensuring quality assurance, and developing standardized procedures for data management.
• Conducting analytical work on health and SRHR expenditures, producing analyses on various health expenditures, and identifying financing patterns and funding gaps.
• Supporting dissemination of findings through the preparation of briefs, presentations, and technical reports that contribute to policy dialogue and advocacy efforts.

Required Qualifications:
Candidates must possess an advanced university degree (Master's level or above) in relevant fields such as health economics, public health, or development economics. Specialized training in National Health Accounts, SHA 2011, or health financing is desirable. Candidates should have a minimum of 7 years of progressively responsible experience in health financing, health expenditure tracking, or health economics, with demonstrated expertise in analyzing health expenditure data and producing analytical reports. Familiarity with the Global Health Expenditure Database and experience working with WHO or similar organizations is also advantageous.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's level or above) in health economics, economics, public health, health financing, statistics, epidemiology, or a related field. Specialized training in National Health Accounts, SHA 2011, or health financing is desirable, along with additional training in reproductive health or SRHR.

Experience:
The position requires a minimum of 7 years of relevant professional experience in health financing, health expenditure tracking, or health economics. Candidates should have experience working with the SHA 2011 framework and National Health Accounts production, as well as experience analyzing large datasets and producing analytical reports. Experience supporting countries in the production or use of National Health Accounts is essential, and familiarity with the Health Accounts Production Tool (HAPT) is desirable.

Languages:
Expert knowledge of English is essential for this position. A working knowledge of French and/or Portuguese is desirable, as it may enhance communication and collaboration with various stakeholders in the African region.

Additional Notes:
The consultancy is off-site (home-based) and is expected to last for four months. The consultant will not be required to travel, and the remuneration is set at Band level B - USD 8,500 per month.
