Job Overview:
The position of Ingénieur(e) génie électrique involves supporting the implementation and supervision of infrastructure projects by providing specific technical expertise, ensuring quality control, and guaranteeing effective site management concerning electrical aspects. The incumbent will ensure that construction activities are executed according to design specifications, timelines, and safety and environmental standards. This role requires close coordination with contractors, consulting firms, and internal stakeholders to facilitate the timely delivery of infrastructure works within budget and to high-quality standards. The engineer will also be responsible for monitoring the installation quality of solar panels, electrical networks, inverters, wiring, and other equipment, ensuring compliance with technical specifications and safety protocols.

Duties and Responsibilities:

• Quality Assurance of Works: Monitor site works to ensure the quality of installations, including solar panels and electrical networks. Ensure subcontractors strictly follow technical specifications. Supervise performance and safety testing for each component to validate compliance with standards. Document any non-conformities and propose corrective actions in collaboration with subcontractors and the Project Manager. Ensure strict adherence to safety protocols by all parties involved in the project.
• Management of Subcontractors and Electrical Contracts: Manage and supervise subcontractors responsible for electrical installations, ensuring compliance with contractual terms, work schedules, and quality standards. Validate and approve subcontractor deliverables at each project stage. Identify potential contract modifications needed to adapt to specific site conditions or unforeseen technical constraints.
• Technical Risk Management and Safety of Installations: Analyze technical risks associated with electrical installations, including safety risks and durability under local conditions. Ensure all electrical installations meet international safety standards to protect personnel and end-users. Document identified risks and measures taken to mitigate them, submitting regular follow-up reports to the Project Manager and relevant stakeholders.
• Stakeholder Coordination and Team Management: Maintain effective communication with contractors, suppliers, local authorities, and execution partners to ensure coordinated project delivery. Assist the project manager in guiding and mentoring site personnel. Participate in coordination meetings, ensuring timely follow-up on action points. Establish and maintain positive working relationships with community representatives and site visitors, ensuring transparent communication about project activities.
• Knowledge Development and Sharing: Support the organization and delivery of training sessions on project management and construction management. Participate in knowledge-sharing initiatives and communities of practice, contributing ideas and sharing lessons learned. Conduct research on infrastructure and project management topics and contribute to report writing, summaries, and information notes.

Required Qualifications:
A Bachelor's degree in electrical engineering or related fields with 2 years of relevant experience, or a Master's degree in the aforementioned or related fields with no relevant experience is required. A certification in quality management or renewable energy systems (e.g., Solar PV, ISO, Six Sigma) is an asset. Experience in electrical engineering or related fields is required, with proven experience in managing energy infrastructure projects, ideally in rural or isolated contexts. Experience working in multicultural environments or within UN system organizations in developing countries is desirable. Experience in development or humanitarian contexts is also preferred, along with experience in electrical engineering, particularly in solar systems or renewable energy projects.

Educational Background:
A Bachelor's degree in electrical engineering or a related field is mandatory. A Master's degree in the same or a related field is preferred. Relevant certifications in quality management or renewable energy systems are considered an asset.

Experience:
The position requires a minimum of 2 years of relevant experience for candidates with a Bachelor's degree, or no experience for those with a Master's degree. Experience in managing energy infrastructure projects is essential, particularly in rural or isolated settings. Experience in multicultural environments or within UN organizations in developing countries is desirable, as is experience in development or humanitarian contexts.

Languages:
Fluency in French is required, while fluency in English is desirable. Candidates should be able to communicate effectively in both languages, with a strong emphasis on French proficiency due to the working environment.

The contract is for a duration of one year, classified as an Associate level position (ICS 08). The position is full-time and based in Brazzaville, Republic of the Congo.
