Job Overview:
The WFP Monitoring Assistant position is crucial for the effective monitoring and evaluation of the organization's activities in the field. The role is based at the WFP Sub-Office in Brazzaville, Republic of the Congo, and involves direct supervision by the Head of the Sub-Office. The Monitoring Assistant will work closely with technical units within the Country Office, particularly with teams focused on Program, Monitoring, and Evaluation (RAM). The primary objective of this role is to provide technical and operational support for monitoring activities implemented by the Sub-Office, ensuring that these activities adhere to WFP's standards and procedures. The Monitoring Assistant will be responsible for regular field monitoring, data collection and analysis, compliance checks, and following up on recommendations from supervisory missions. This position requires a proactive approach to ensure the quality and relevance of data collected, which will support decision-making and contribute to effective operations management.

Duties and Responsibilities:
The duties and responsibilities of the WFP Monitoring Assistant include, but are not limited to:
  • Operational Monitoring: Ensure the implementation of activities aligns with the Operational Monitoring Plan and WFP's risk-based monitoring framework. Verify food and non-food distributions, identify discrepancies, and report them to the supervisor for timely corrective actions. Conduct regular field missions to assess the quality of activity implementation, identify best practices, operational constraints, and risks affecting interventions. Produce clear and structured monitoring reports after each field mission, highlighting findings, actions taken, observed deficiencies, and recommendations for improvement. Follow up on the implementation of recommendations from supervisory missions and contribute to continuous quality improvement of operations.
  • Data Collection, Management, and Analysis: Collect, verify, consolidate, and analyze data related to WFP activities according to established tools and procedures to support indicator tracking, performance evaluation, and decision-making. Maintain and update records, databases, and monitoring documents related to the Sub-Office's activities. Contribute to data entry, consolidation, and updates in WFP's information systems, including COMET, LESS, and other platforms used for program monitoring.
  • Accountability, Protection, and Feedback Management: Monitor the implementation of accountability mechanisms towards affected populations and assist in handling complaints, information requests, and feedback from beneficiaries according to WFP procedures. Track cases recorded in SugarCRM and contribute to their processing and closure in coordination with relevant units. Ensure adherence to principles of protection, beneficiary dignity, accountability, and prevention of sexual exploitation and abuse (PSEA) during field activities.
  • Coordination and Partner Support: Liaise with cooperating partners and other stakeholders to facilitate activity implementation and gather necessary information for program monitoring. Provide technical support to implementing partners on WFP monitoring procedures, tools, and methods to enhance their capacity and improve reporting quality. Gather and analyze feedback from cooperating partners, communities, and beneficiaries to identify implementation challenges and propose appropriate corrective measures.
  • Program Management Support: Participate in community awareness activities related to WFP interventions. Assist in preparing technical and operational reports for the Sub-Office. Support the RAM team and the Head of the Sub-Office in implementing monitoring, evaluation, and reporting activities. Execute any other tasks assigned by the supervisor as part of the role.

Required Qualifications:
The required qualifications for the WFP Monitoring Assistant position include:
  • Education: A bachelor's degree (or equivalent) in statistics, economics, agronomy, rural development, social sciences, project management, monitoring and evaluation, geography, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, nutrition, or a related field.
  • Professional Experience: At least three (3) years of relevant professional experience in monitoring and evaluation of humanitarian or development programs, data collection and analysis, information management, or project implementation. Experience in monitoring food security interventions, nutrition, resilience, cash-based transfers (CBT), refugee assistance, or emergency interventions is an asset. Experience collaborating with government institutions, NGOs, or implementing partners is desirable.
  • Technical Knowledge: The candidate must demonstrate a good understanding of monitoring and evaluation methods, data collection techniques, and quality control. Strong analytical and interpretative skills for quantitative and qualitative data are essential. Proficiency in technical and operational report writing is required. Knowledge of accountability principles towards affected populations (AAP), protection, and prevention of sexual exploitation and abuse (PSEA) is an asset.

Educational Background:
The educational background required for this position includes a bachelor's degree or equivalent in relevant fields such as statistics, economics, agronomy, rural development, social sciences, project management, monitoring and evaluation, geography, food security, or nutrition. This educational foundation is critical for understanding the complexities of humanitarian assistance and the analytical skills necessary for effective monitoring and evaluation.

Experience:
The level of experience needed for the WFP Monitoring Assistant position is at least three (3) years of relevant professional experience. This experience should be in areas such as monitoring and evaluation of humanitarian or development programs, data collection and analysis, information management, or project implementation. Candidates with experience in monitoring food security interventions, nutrition, resilience, cash-based transfers (CBT), refugee assistance, or emergency interventions will have an advantage. Additionally, experience working with government institutions, NGOs, or implementing partners is highly desirable.

Languages:
The mandatory language requirement for this position is excellent proficiency in French, both oral and written. A good knowledge of English is considered an asset.
