Job Overview: The Programme Management Officer (PMO) for the Joint Emergency Preparedness and Response Action Plan (JEAP) will play a crucial role in overseeing the program cycle for JEAP, which aims to enhance the capacity of Member States to manage health emergencies. The PMO will work closely with the EPR leadership team and technical staff, ensuring effective coordination and implementation of the program's objectives. This position requires a proactive approach to governance and management, facilitating meetings, managing technical working groups, and ensuring timely progress on workplan activities. The PMO will also be responsible for monitoring progress, reporting, and engaging with partners to secure resources and support for the program's initiatives. The role demands exceptional project management skills, problem-solving abilities, and strong communication skills to effectively liaise with various stakeholders, including WHO, Africa CDC, and other partners.
Duties and Responsibilities: The PMO will be responsible for a range of duties, including:
Overseeing the implementation of governance and management structures for the JEAP Secretariat.
Preparing and facilitating weekly focal point meetings and quarterly Steering Committee meetings.
Managing Technical Working Groups (TWGs) by facilitating monthly meetings and ensuring adherence to workplans.
Coordinating between TWGs, focal points, and stakeholders to ensure timely progress on activities.
Monitoring JEAP progress, budgets, and workplans, providing regular reports to maintain transparency.
Identifying potential risks to the partnership and assisting in developing mitigation strategies.
Supporting partner engagement through tailored materials and strategic planning.
Assisting in the development of proposals to secure resources.
Supporting reporting activities for the EPR Cluster and organizing key events. 1
Producing communication and knowledge products to enhance visibility and strategic positioning of the JEAP. 1
Acting as the technical focal point for service providers and consulting firms engaged with the EPR Cluster.
Required Qualifications: Candidates must possess a first university degree in business administration, information management, public health, epidemiology, economics, international development, or life sciences from a recognized university. Additionally, certified training in project or programme management is desirable, along with at least three years of strategy and management consulting experience. Candidates should demonstrate exceptional project management skills, problem-solving abilities, and strong communication skills, with a thorough understanding of emergency management programmes and practices.
Educational Background: The essential educational background for this position includes a first university degree in relevant fields such as business administration, public health, or life sciences. Desirable qualifications include certified training in project or programme management, which would enhance the candidate's ability to manage complex health emergency programs effectively.
Experience: Candidates should have at least two years of proven experience in a program or project management role at the international level, particularly in public health development or emergency management. Desirable experience includes prior work within the United Nations System, private sector enterprises, recognized humanitarian organizations, or international non-governmental organizations. Proven experience in program strategy development and the ability to write and edit compelling strategy materials targeting diverse audiences is also essential.
Languages: Essential language skills include expert knowledge of English and a working knowledge of French, or vice versa. Desirable language skills include proficiency in Portuguese, which would be beneficial for engaging with a broader range of stakeholders in the region.
Additional Notes: The position offers a competitive remuneration package, starting with an annual base salary of USD 56,046, along with a variable post adjustment reflecting the cost of living in Brazzaville. Additional benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
