Job Overview:
The Director of the Office of the Regional Director (ORD) plays a crucial role in providing technical and operational advice to the Regional Director of WHO. This position is essential for ensuring the effective coordination of the Office's work, enabling the Regional Director to fulfill their functions efficiently. The incumbent will oversee corporate services related to Country Focus and Coordination (CFC), Gender, Equity and Rights (GER), Communications (COM), and External Relations, Partnerships, and Governing Bodies (EPG). The role requires a deep understanding of public health issues and the ability to navigate complex political landscapes to foster partnerships and collaboration with various stakeholders, including member states, UN agencies, and civil society organizations. The Director will also be responsible for monitoring the implementation of WHO's strategic directions in the African Region and ensuring compliance with executive decisions and recommendations.

Duties and Responsibilities:
The incumbent will lead the development and implementation of work plans for the ORD, ensuring synergies and monitoring action points. Key responsibilities include providing analytical and strategic advice to the Regional Director, monitoring policy decisions from WHO Governing Bodies, and collaborating with various clusters within WHO AFRO. The Director will oversee the preparation of policy briefs and reports, manage the RD's schedule, and ensure effective communication within the ORD. Additionally, the incumbent will mobilize resources for the Independent Advisory Group, lead recruitment efforts, and manage staff performance and development. The role requires a proactive approach to facilitating cross-cluster collaboration and delivering organizational results.

Required Qualifications:
Candidates must possess an advanced degree in Public Health or International Relations. Essential qualifications include a minimum of fifteen years of national and international experience, with at least three years in a senior management position at the international level. The ideal candidate should have a proven track record in providing policy and political advice to senior managers and engaging in strategic partnerships. Strong analytical, organizational, and communication skills are essential, along with the ability to work under pressure and meet tight deadlines.

Educational Background:
An advanced degree in Public Health or International Relations is required for this position. This educational background is crucial for understanding the complexities of global health issues and the operational dynamics of international organizations like WHO.

Experience:
The position requires a minimum of fifteen years of relevant experience, including at least three years in a senior management role within the international context. Candidates should demonstrate a strong understanding of the operational work of the UN system and have experience in providing policy advice and engaging in strategic partnerships.

Languages:
Excellent knowledge of English or French is essential, with a good working knowledge of the other language being desirable. Proficiency in both languages is crucial for effective communication and collaboration within the diverse international environment of WHO.

The position offers a competitive salary starting at USD 117,953, along with a variable post adjustment reflecting the cost of living in Brazzaville.
