Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Country Director will be responsible for implementing a robust and relevant delegation system that includes appropriate control mechanisms, ensuring accountability for various responsibilities. This role involves leading the preparation, updating, and implementation of the country strategy that aligns with both the country and regional context as well as the vision and mission of Action contre la Faim. The Country Director will oversee the programming within the country to ensure effective and efficient design, implementation, and evaluation of ACF's programs and projects. Building and enhancing relationships with donors, civil society, the private sector, government agencies, and other organizations is crucial, as these relationships will help maximize ACF's impact on malnutrition and its prevention. Additionally, the Country Director will guarantee the security management of staff, operations, and assets, responding to security threats and incidents, including managing evacuations when necessary. The role also includes overseeing the management and development of human resources within the country office, fostering a shared vision among staff regarding ACF's values and program aims. The Country Director will manage a team of approximately 260 staff members, including seven direct reports, and will be responsible for the mobilization, use, and management of financial and logistic resources in accordance with ACF policies and donor requirements. Acting as a key liaison between the field and headquarters, the Country Director will maintain good working relationships with HQ, comply with information demands, and utilize HQ's expertise to optimize the implementation of the country's strategy. Furthermore, the Country Director will lead ACF's accountability, reputation, and fiscal responsibility within the country, ensuring effective linkage with national entities and partners to implement ACF's strategy effectively, including conducting field visits.

Duties and Responsibilities:
The Country Director's duties and responsibilities include:

• Leading the preparation, updating, and implementation of the country strategy in alignment with ACF's vision and mission.
• Overseeing the design, implementation, and evaluation of ACF's programs and projects to ensure effectiveness and efficiency.
• Developing and enhancing relationships with donors, civil society, private sector, government agencies, and other organizations to maximize impact on malnutrition prevention.
• Guaranteeing the security management of staff, operations, and assets, including responding to security threats and managing evacuations.
• Managing and developing human resources within the country office, creating a shared vision among staff regarding ACF's values and program aims.
• Mobilizing, using, and managing financial and logistic resources in compliance with ACF policies and donor requirements.
• Acting as a key liaison between the field and HQ, maintaining good working relationships and utilizing HQ expertise.
• Leading ACF's accountability, reputation, and fiscal responsibility in the country.
• Ensuring effective linkage with national entities and partners for strategy implementation, including conducting field visits.

Required Qualifications:
The position requires the following qualifications:

• A postgraduate (master's) degree or a bachelor's degree with at least 10 years of relevant professional experience.
• A minimum of 8 years of humanitarian and development experience, with at least 5 years in senior management or leadership roles, including team leadership.
• Previous humanitarian and development experience in Asia (South Asia or Southeast Asia) is essential.
• Excellent negotiation and advocacy skills, along with political astuteness.
• Strong adaptation and cultural sensitivity skills, as well as excellent organizational and interpersonal skills.
• Solid experience in managing security and understanding financial and logistics/procurement management.
• Significant experience in external representation and promotion of programs with stakeholders and donors.
• Demonstrated leadership in representation.

Educational Background:
Candidates must possess a postgraduate (master's) degree or a bachelor's degree, complemented by at least 10 years of relevant professional experience in the humanitarian and development sectors.

Experience:
The ideal candidate should have a minimum of 8 years of experience in humanitarian and development work, with at least 5 years in senior management or leadership roles. Experience working in Asia, particularly in South Asia or Southeast Asia, is essential for this position.

Languages:
Fluency in spoken and written English is mandatory for this role. Additional language skills may be considered an asset but are not specified as mandatory.

• The monthly gross salary ranges from 3572 to 4128 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will have their pension insurance reimbursed at 16% of the gross monthly salary. An annual salary increase of 6% is provided after each 12 months of continuous contract. Additional benefits include a monthly per diem and living allowance of 504 euros net, a country allowance of 450 euros, and a child allowance of 1500 euros per year per child present in the country of origin (up to a maximum of 6000 euros per year). Transportation costs and accommodation are covered, including a serviced apartment in Chiang Mai and hotel/serviced apartment in Yangon. Medical coverage is provided, covering 100% of health and repatriation insurance fees for the employee and dependents, extending up to one month after the end of the contract. The organization also offers salary sustainment measures for sickness, paternity, and maternity, along with 25 days of paid leave per year, 20 RnR days per year, airfare reimbursement for breaks, and 215 euros for each RnR period.
