Job Overview:
The UN Partnerships Officer will be instrumental in providing strategic support for the UN Country Team (UNCT) in Myanmar, focusing on the development and implementation of partnerships that align with the UN Transitional Cooperation Framework (TCF). This role involves advising on the UN Partnership Strategy, facilitating collaboration with civil society and the private sector, and ensuring effective resource mobilization to achieve the SDGs. The officer will work closely with the Resident Coordinator and UNCT to identify opportunities and risks associated with partnerships, contributing to the overall success of the UN's mission in Myanmar. The position requires a proactive approach to building relationships with various stakeholders and leveraging resources to support development initiatives.

Duties and Responsibilities:
  • Assist in providing substantive support for strategic planning and coordination of UNCT partnerships with civil society and the private sector, including the development and implementation of the UN Partnership Strategy.
  • Support the establishment of a UNCT working group for effective implementation and monitoring of the partnership strategy.
  • Conduct liaison and coordination with UN entities to define a value proposition for local partnerships.
  • Serve as a key entry point for external stakeholders seeking to partner with the UNCT.
  • Provide substantive support to the Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships.
  • Assist in the development and implementation of resource mobilization strategies for TCF priorities.
  • Monitor and analyze existing resource mobilization partnerships and relationships.
  • Support the design of joint programs for resource mobilization and coordination.
  • Contribute to knowledge management and capacity development relating to partnerships and resource mobilization. 1
  • Perform other related tasks as assigned.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in strategic support to partnerships, project/programme management, and resource mobilization in humanitarian and development contexts. Experience in developing strategic partnerships across government, private sector, and civil society organizations is essential. Candidates should have a proven track record in designing and implementing partnerships, as well as experience in preparing project/programme proposals. Knowledge of inclusion strategies that promote gender equality, youth participation, and the inclusion of persons with disabilities is desirable. Familiarity with UN interagency coordination and experience in supporting financing of SDGs will be advantageous.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
The position requires a minimum of five years of relevant experience in strategic support to partnerships, project/programme management, and resource mobilization. Candidates should have experience in developing strategic partnerships and resource mobilization strategies, as well as preparing project proposals. Experience in promoting knowledge management in development cooperation and familiarity with UN interagency coordination is desirable. Additionally, two or more years of experience in data analytics or a related area is preferred.

Languages:
English and Burmese are the mandatory languages for this position. Proficiency in English is required at UN Level II for reading, writing, listening, and speaking. Proficiency in Burmese is also required at UN Level II for all language skills. Knowledge of French is considered an asset but is not mandatory.

Additional Notes:
This is a Fixed Term position available for a duration of one year, with no expectation of renewal. The position is open to nationals of Myanmar only, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidate is found, Myanmar nationals residing elsewhere may be considered, with the candidate responsible for relocation costs.
