Job Overview: The Supply Chain Expert will play a crucial role in supporting the World Food Programme's efforts to enhance Egypt's National School Feeding Programme (NSFP). This position involves providing specialized advice and analytics to ensure the effective design and implementation of integrated supply chain operations. The expert will be responsible for assessing the current school feeding model, which primarily relies on fortified biscuits, and will assist in transitioning to a more nutritious hot meal provision system. This transition is aligned with national strategies and aims to improve the nutritional quality of meals provided to over 13 million children in Egypt. The expert will work closely with the Ministry of Education and Technical Education (MoETE) to develop a scalable and cost-efficient model for hot meal delivery, ensuring that it meets the needs of the schools and communities involved. The role requires a comprehensive understanding of supply chain management, procurement, logistics, and food safety standards, as well as the ability to collaborate with various stakeholders to achieve the program's objectives.
Duties and Responsibilities: The Supply Chain Expert will be responsible for a wide range of duties, including:
Providing technical guidance on supply chain-related data collection for national mapping, covering aspects such as market access, supplier proximity, cold chain and storage availability, and transport corridors.
Analyzing local market functionality in priority governorates, including availability, seasonality, price stability, and associated supply chain risks, and proposing preliminary mitigation measures.
Contributing to the design of on-site, central kitchen, and hybrid delivery models, including end-to-end supply chain flows and indicative logistics.
Leading the development of procurement and supply chain strategy options aligned with national regulations, including local sourcing and quality assurance measures.
Drafting and reviewing supply chain sections of the National Operational Manual, including SOPs for procurement, storage, transport, and inventory management.
Assessing technical capacity and developing training programs for national stakeholders.
Supporting supply chain readiness for phased start-up and identifying early operational bottlenecks.
Providing ad-hoc support to national counterparts during the pilot stage and performing any other related duties as required.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Supply Chain Management, Logistics, Operations, Economics, Engineering, or a related field. A first-level degree with additional relevant experience may be accepted in lieu of an advanced degree. Additionally, candidates should have at least 8–10 years of progressively responsible professional experience in supply chain, logistics, procurement, or operations design, including a minimum of 5 years providing senior technical or advisory support. Proven experience in designing and implementing end-to-end supply chain systems is essential, along with a strong understanding of food safety and quality standards. Experience in institutional catering, large-scale food service operations, or school feeding programs is highly desirable.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s or equivalent) in relevant fields such as Supply Chain Management, Logistics, Operations, Economics, or Engineering. Candidates with a first-level degree and additional relevant experience may also be considered. This educational foundation is crucial for understanding the complexities of supply chain operations and the specific challenges associated with food procurement and delivery systems.
Experience: The position requires candidates to have a minimum of 8–10 years of progressively responsible professional experience in supply chain management, logistics, procurement, or operations design. Candidates should have experience in managing procurement strategies, supplier engagement, and performance management of service providers, as well as a solid understanding of food safety and quality standards in food service operations.
Languages: Fluency in written and spoken English and Arabic is required for this position. Proficiency in these languages is essential for effective communication with stakeholders, including government counterparts, technical experts, and local communities. Additional language skills may be considered an asset but are not mandatory.
Additional Notes: The position is offered under a Special Service Agreement (SSA, L10) contract type, with a duty station in Cairo, Egypt. The duration of the contract is 6 months, with the possibility of extension based on project timelines and funding availability. The role is full-time and involves working closely with various stakeholders, including government agencies and international partners.
