Job Overview:
The main mission of the position is to contribute to the development and implementation of the country strategy at the zone level, represent Action contre la Faim (ACF) to local stakeholders, and ensure the monitoring and negotiation of humanitarian access in the operational area. The role also involves assessing security situations in the operational zone and surrounding provinces, reporting findings to the mission, evaluating needs based on programmatic strategy to ensure optimal support for existing and new programs, and ensuring compliance with organizational policies in the operational area. Specifically, the responsibilities include participating in defining the country strategy and governance bodies of the country office, representing ACF in the operational zone, supervising ACF activities in North Kivu, promoting and monitoring organizational rules and compliance, being responsible for humanitarian access in the operational area, ensuring the safety and security of personnel, operations, and assets in the operational zone, and managing support units of the Goma coordination and field coordinators.

Duties and Responsibilities:

• Contribute to the development and implementation of the country strategy at the zone level.
• Represent ACF in the operational zone and engage with local stakeholders.
• Supervise ACF activities in North Kivu, ensuring alignment with organizational goals.
• Promote and monitor adherence to organizational rules and compliance standards.
• Manage humanitarian access negotiations and ensure compliance with humanitarian principles.
• Oversee the safety and security of personnel, operations, and assets in the operational zone.
• Manage support units of the Goma coordination and field coordinators.
• Conduct regular assessments of the security situation and report findings to the mission.
• Evaluate programmatic needs and support the opening of new programs based on strategic assessments. 1
• Ensure the implementation of organizational policies and compliance in the operational area.

Required Qualifications:
Candidates must have at least 5 years of experience in a humanitarian organization, specifically in nutrition/health programs, mental health and psychosocial support, food security and livelihoods, or water, sanitation, and hygiene (WASH). Experience in managing a zone/mission and representing an organization to authorities is essential. Candidates should have experience working in areas controlled by authorities and have skills in humanitarian access and negotiation. Additionally, experience managing teams and programs in complex contexts with limited access and communication, volatile environments, and armed conflict is required. Previous experience in the Democratic Republic of the Congo is a plus. Strong contextual analysis skills (security, humanitarian) and the ability to work with limited supervision while being organized, motivated, and reliable are necessary.

Educational Background:
A relevant educational background in humanitarian studies, international relations, public health, or a related field is required. Advanced degrees may be preferred, depending on the specific requirements of the organization and the complexity of the role.

Experience:
A minimum of 5 years of experience in humanitarian work is required, with a focus on nutrition, health, mental health, psychosocial support, food security, and livelihoods. Experience in managing operations in complex and challenging environments is essential, as well as experience in negotiation and representation with local authorities.

Languages:
Fluency in French is mandatory, as it is the primary language of communication within the organization and the operational area. Proficiency in English is considered a valuable asset, enhancing communication with international stakeholders and partners.

• The gross monthly salary ranges from 2899 euros to 3376 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a retirement insurance reimbursement of 16% of their gross monthly salary. There is a 6% salary increase every 12 months of continuous contract. Monthly per diem and living expenses amount to $1105 net, paid on the ground, along with a monthly context allowance of 450 euros. An annual child allowance of 1500 euros per child is provided, with a maximum of 6000 euros per year. The organization covers transportation and collective accommodation costs. Medical coverage includes 100% reimbursement of health insurance contributions and repatriation insurance, as well as medical expenses for up to one month after the contract ends. Salary maintenance provisions are in place for illness, maternity, and paternity. Employees are entitled to 25 days of annual leave and 20 rest and recuperation days, with travel expenses covered for breaks. Continuous professional development support and access to an e-learning platform are also provided.
