Job Overview: The LogisticsCapacity Building Manager position is designed to ensure the transfer of skills to the East Zone Logistics Manager, enabling them to achieve the expected level of autonomy regarding HI's logistics standards, tools, and practices. The role focuses on mentoring, coaching, on-the-job training, and gradual support for taking on responsibilities. It is not intended to permanently replace the East Zone Logistics Manager in their operational functions. The position is crucial for enhancing the operational capacity of HI in the East of the Democratic Republic of the Congo, which is characterized by complex humanitarian challenges. The manager will work closely with the Country Logistics Manager to develop a tailored development plan for the East Zone Logistics Manager, ensuring that they acquire the necessary skills and knowledge to effectively manage logistics operations in a challenging environment.
Duties and Responsibilities:
Develop the skills of the East Zone Logistics Manager by conducting an initial assessment of their competencies against HI's expected standards.
Collaborate with the Country Logistics Manager to create an individualized development plan covering all responsibilities of the position.
Organize daily support that alternates between demonstration, supervised practice, feedback, and gradual increase in autonomy.
Assist the colleague in acquiring management, planning, analysis, and decision-making skills relevant to the logistics manager role.
Conduct regular assessments of acquired skills and adjust the development plan accordingly.
Produce a final evaluation of the acquired skills and provide recommendations for the colleague's ongoing professional development.
Regularly inform the Country Logistics Manager about the East Zone Logistics Manager's progress towards autonomy.
Alert on any difficulties that may hinder the transition to the role.
Propose additional support measures as necessary. 1
Contribute to the final evaluation of the role transition and make recommendations for medium-term development needs. 1
Support the deployment of HI's logistics standards by helping the East Zone Logistics Manager understand institutional policies, procedures, tools, and standards. 1
Strengthen their capabilities in key logistics areas such as procurement procedures, supply chain management, stock management, fleet management, equipment management, compliance with donor requirements, internal control, document management, building management, safety, and archive management. 1
Prepare with the East Zone Logistics Manager for key logistics planning exercises, operational monitoring, and management. 1
Encourage a managerial approach that promotes delegation, team development, and employee accountability. 1
Gradually reduce intervention levels to allow the East Zone Logistics Manager to take effective responsibility. 1
Animate the logistics profession by disseminating standards, ensuring talent pool engagement, and contributing to the evolution of the logistics profession within the organization. 1
Prepare for and respond to emergencies, ensuring internal control measures are in place.
Required Qualifications:
A minimum of 4 years of professional experience in logistics within an international NGO.
Excellent knowledge of HI's logistics standards, tools, and procedures.
Significant experience in emergency contexts and complex access situations is required.
Proven experience in mentoring, coaching, and developing the skills of national staff.
Recognized for a supportive leadership style that fosters empowerment.
Strong interpersonal and intercultural skills are essential.
Educational Background: A relevant degree in logistics, supply chain management, or a related field is preferred. Additional certifications in logistics or project management would be advantageous.
Experience: Candidates should have at least 4 years of experience in logistics roles, particularly within international NGOs, with a strong emphasis on emergency response and capacity building. Experience in mentoring and developing local staff is crucial, as is familiarity with the operational challenges faced in humanitarian contexts.
Languages: Fluency in French is mandatory, and proficiency in English is highly desirable. Knowledge of local languages spoken in the Democratic Republic of the Congo would be an asset.
Additional Notes: The position is a 3-month international contract starting as soon as possible in September 2026, based in Goma. The contract includes comprehensive social coverage tailored to individual needs, including health insurance, retirement coverage, and repatriation. The salary starts at €2757 gross per month, depending on professional experience, with additional benefits such as a per diem of €677 net per month, hardship allowance of €500 net per month, 25 days of paid leave per year, and a rest and recuperation (R&R) schedule based on the mission level. The position is non-accompanied, and accommodation will be provided collectively by HI.
