SI has been active in the Democratic Republic of the Congo (DRC) since 2001, addressing humanitarian needs and participating in epidemic response efforts. The DRC mission employs an average of 210 staff, including 21 expatriates, and is involved in various sectors such as food security, water, hygiene, sanitation, and cash assistance. SI aims to maintain a strong emergency response capacity while developing sustainable solutions to the challenges faced by populations in eastern DRC. The organization is also focused on expanding its program portfolio and opening new operational bases in the region.

Job Overview:
The primary objective of the Coordinateur·rice Consortia is to oversee the development, implementation, and monitoring of consortium projects funded by U.S. sources. This role involves facilitating governance among consortium partners, ensuring effective communication between stakeholders, and maintaining strategic alignment with SI's procedures and funding partners. The position requires a strong focus on maintaining SI's status as a key player in emergency response within the DRC mission, particularly in the context of the ongoing Ebola Virus Disease (EVD) response. The Coordinator will be responsible for ensuring compliance with SI and donor procedures, managing relationships with partners, and ensuring quality control of interventions. The role also involves regular reporting on performance and incidents, as well as adapting strategies to meet evolving humanitarian needs. The first few months will focus on familiarizing oneself with existing consortia, understanding SI's country strategy for 2027, and ensuring effective collaboration with partners.

Duties and Responsibilities:
The duties and responsibilities of the Coordinateur·rice Consortia include:

• Overseeing the development and implementation of consortium projects funded by U.S. sources.
• Facilitating governance and communication among consortium partners and stakeholders.
• Ensuring compliance with SI and donor procedures.
• Maintaining SI's role as a major actor in emergency response in the DRC.
• Managing relationships with institutional donors and ensuring their engagement.
• Conducting quality control of interventions and monitoring partner performance.
• Organizing coordination meetings for each consortium and participating in meetings led by ACF.
• Leading reporting efforts to donors and providing regular updates.
• Adapting strategies based on the evolving security and humanitarian context in the DRC. 1
• Ensuring effective communication and collaboration with all stakeholders involved in the projects.

Required Qualifications:
The required qualifications for the position include:

• A Master's degree in international relations, development cooperation, humanitarian action, political science, or a related field.
• A minimum of 5 years of experience in the humanitarian sector.
• At least 3-4 years of experience in a similar position, particularly in managing consortium projects.
• Proven experience with U.S. funding mechanisms and compliance.
• Strong communication and writing skills for various documentation.
• Strategic diplomacy skills and experience in multi-stakeholder relations.
• Flexibility and ability to work under pressure, with a culture of learning and capitalization.

Educational Background:
Candidates must possess a Master's degree in relevant fields such as international relations, development cooperation, humanitarian action, or political science. Equivalent qualifications may also be considered, provided they align with the responsibilities of the position.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in a similar role focused on consortium management and donor relations. Experience with U.S. funding and compliance is essential, as well as a proven track record in managing partnerships and ensuring quality interventions in humanitarian contexts.

Languages:
Fluency in French is mandatory, while proficiency in English is also required. Candidates should demonstrate strong communication skills in both languages, as they will be interacting with various stakeholders and partners.

Additional Notes:
The position is a salaried role with a starting salary of EUR 2860 gross per month, which includes a base salary of EUR 2600 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 800 is provided. SI covers housing costs and travel expenses between the expatriate's home country and the duty station. The organization implements a work-leave system, allowing for 7 working days off every three months, along with an additional day of rest for each month worked. Expatriates receive comprehensive health insurance covering medical expenses, including dental and ophthalmological care, as well as repatriation. Vaccination and malaria treatment costs are reimbursed. Living conditions include accommodation in guesthouses with private rooms and bathrooms, access to varied and quality food, and opportunities for recreational activities. Security measures are in place, with evolving rules based on the context, including curfews that may change according to the area. Due to the ongoing EVD outbreak, certain restrictions are currently in effect in Goma, where the position is based, but these will be reviewed as the situation stabilizes.
