Job Overview: The LogisticsCoordinator is responsible for overseeing the logistical activities of the mission to ensure the smooth implementation of SI programs in the Democratic Republic of the Congo. This role involves establishing and enforcing SI's logistical procedures and tools within the mission, as well as participating in defining the strategic direction of SI in the mission, drafting project proposals, and determining the necessary resources for SI's activities. The Logistics Coordinator serves as the primary point of contact for all logistical matters between the mission and headquarters. The position faces significant challenges, including high volumes of purchases, emergency logistics, physical access constraints, exorbitant logistical costs in the DRC, and issues related to corruption and fraud. The first two to three months will focus on conducting an audit of the supply chain, analyzing ongoing purchase files, verifying communication equipment, optimizing fleet and storage, and improving communication between logistics and programs.
Duties and Responsibilities: The Logistics Coordinator will be responsible for the following duties:
Pilot the logistical activities of the mission to ensure the effective implementation of SI programs.
Establish and enforce logistical procedures and tools.
Participate in defining the strategic direction of SI in the mission.
Draft project proposals and determine the necessary resources for SI's activities.
Conduct an audit of the supply chain, including analysis of ongoing purchase files and verification of compliance with donor procedures.
Verify communication equipment and validate emergency transport means.
Optimize fleet management and storage solutions.
Conduct physical inventory checks of stocks and fixed assets.
Support and enhance the skills of the logistics department to strengthen their autonomy and compliance. 1
Improve communication between logistics and programs through regular meetings. 1
Conduct field visits to audit local realities and harmonize practices with headquarters. 1
Evaluate logistical risks and finalize a logistics contingency plan for crisis scenarios.
Required Qualifications: Candidates must possess a diploma in logistics, supply chain management, or international relations. They should have at least 3-4 years of experience in the humanitarian sector, including a minimum of 2 years in a similar position. Key competencies include supply chain management, management of large equipment fleets, telecommunications and IT skills, team management, strategic approach, and good stress management.
Educational Background: A degree in logistics, supply chain management, or international relations is required for this position. This educational background is essential to understand the complexities of logistics in humanitarian contexts and to effectively manage the supply chain and resources.
Experience: Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 2 years in a logistics coordinator role. This experience is crucial for understanding the challenges and dynamics of logistics in emergency situations and for effectively managing logistical operations in a volatile environment.
Languages: Fluency in French and English is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders, as well as for understanding and implementing logistical procedures and guidelines.

The salary is based on experience, starting from EUR 2860 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 80
SI covers housing costs and travel expenses between the expatriate's home country and the place of assignment. A break system is in place, allowing for 7 working days off every three months, with additional rest days for each month worked. Expatriates receive comprehensive health insurance covering medical expenses, including dental and ophthalmological care, and vaccination costs. Living conditions include accommodation in guest houses with private rooms and bathrooms, access to varied and quality food, and some recreational activities. Security measures are in place due to the volatile situation in the region, and these measures are regularly reviewed as the situation stabilizes.
