Job Overview:
The Senior Technical Officer (STO) for Mental Health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">Psychosocial Support (MHPSS) will provide technical support to HI's programs in the Democratic Republic of the Congo (DRC), particularly in the eastern regions. The STO will work closely with project teams and partners to ensure the quality and effectiveness of MHPSS interventions. This role involves contributing to the harmonization of approaches, quality control, monitoring and learning, project development, technical representation, and emergency preparedness and response. The STO will be responsible for supporting the nationalization process of the position, ensuring the transfer of skills to local staff, and adapting technical documentation to meet project needs. The position requires collaboration with various stakeholders, including project managers and technical specialists, to enhance the overall impact of HI's programs in the region.

Duties and Responsibilities:
The Senior Technical Officer will have six main responsibilities: 1) Support the nationalization process of the position by identifying national competencies, managing induction, ensuring the availability of necessary tools and documentation, and facilitating the transfer of responsibilities. 2) Provide guidance and technical support to projects in accordance with MHPSS technical frameworks and standards, ensuring that project activities are implemented according to internal quality standards and suggesting improvements as needed. 3) Ensure technical learning from projects by coordinating with global specialists and contributing to the capitalization of knowledge to improve sectoral methods. 4) Contribute to the professional development of staff by conducting weekly supervision sessions, assessing competencies, and providing necessary technical training. 5) Enhance HI's technical influence by representing the organization in relevant local, regional, and international networks and ensuring collaboration with technical partners. 6) Contribute to emergency preparedness and response actions, adapting work methods to ensure effective humanitarian responses during emergencies.

Required Qualifications:
Candidates must have a minimum of 5 years of practical experience in clinical psychology and MHPSS program implementation, along with at least 3 years of experience in humanitarian contexts. Knowledge of disability explanatory models, international human rights frameworks, and strategies to combat exclusion and discrimination is essential. Experience in nationalization processes for positions is also required. Excellent knowledge transfer and capacity-building skills, as well as the ability to manage multiple priorities and work under deadlines, are crucial. Candidates should demonstrate experience in technical supervision, multidisciplinary team support, and professional development, along with strong analytical, writing, and communication skills.

Educational Background:
A higher education degree in psychology (clinical, social, intercultural) or a relevant field in mental health within humanitarian, development, or emergency contexts is required for this position.

Experience:
The position requires a minimum of 5 years of practical experience in clinical psychology and MHPSS, with at least 3 years in humanitarian settings. Candidates should be familiar with various explanatory models of disability and international frameworks related to human rights and humanitarian action.

Languages:
Fluency in French, both oral and written, is mandatory. Proficiency in English is a plus but not required.

• The contract includes social coverage tailored to individual needs, such as unemployment insurance for EU nationals, retirement insurance, health coverage, repatriation, and other benefits. The salary starts at €2448 gross per month, depending on professional experience, with additional allowances such as a per diem of €677 net per month and a hardship allowance of €500 net per month. Employees are entitled to 25 days of paid leave per year and rest and recuperation (R&R) days based on the mission level. The position is unaccompanied, with collective accommodation provided by HI.
