Job Overview: The Logistics Capacity Building Manager position has been created to support the development of HI's operations in Eastern DRC. This role is primarily focused on mentoring, coaching, and training the Zone East Logistics Manager to ensure they achieve the expected level of autonomy regarding HI's logistics standards, tools, and practices. The position is not intended to permanently replace the Zone East Logistics Manager in their operational functions but rather to facilitate their professional development through a structured approach that includes daily support, practical demonstrations, and gradual responsibility transfer. The Logistics Capacity Building Manager will work closely with the Country Logistics Manager to develop a personalized development plan for the Zone East Logistics Manager, conduct regular assessments of their skills, and adapt the development plan as necessary. This role is crucial in ensuring that the logistics operations in the complex humanitarian context of Eastern DRC are effectively managed and that the local teams are equipped with the necessary skills and knowledge to operate independently.
Duties and Responsibilities:
Develop the skills of the Zone East Logistics Manager by conducting an initial skills assessment and creating a comprehensive development plan.
Provide daily support through demonstrations, supervised practice, and feedback to help the manager acquire management, planning, analysis, and decision-making skills.
Regularly evaluate the manager's progress and adapt the development plan accordingly.
Assist in deploying HI's logistics standards by ensuring the Zone East Logistics Manager understands and applies institutional policies, procedures, tools, and standards.
Support the manager in operational responsibilities, including planning logistics exercises and coordinating with program teams.
Identify training needs within the logistics teams and conduct training sessions as necessary.
Lead emergency preparedness actions and reorganize team priorities in case of emergencies to ensure a rapid response.
Ensure compliance with internal control procedures and contribute to risk mapping and management within the logistics department.
Required Qualifications:
Minimum of 8 years of experience in humanitarian logistics.
Excellent knowledge of HI's logistics standards, tools, and procedures.
Proven experience in roles such as Country Logistics Manager or Zone Logistics Manager.
Significant experience in emergency contexts and complex access situations.
Demonstrated ability to mentor and develop the skills of national staff.
Strong analytical, planning, and prioritization skills.
Excellent interpersonal and intercultural skills, with the ability to work in complex and evolving operational environments.
Educational Background: A relevant degree in logistics, supply chain management, humanitarian studies, or a related field is preferred. Additional certifications in logistics or project management would be advantageous.
Experience: Candidates should have at least 8 years of relevant experience in humanitarian logistics, with a strong background in emergency response and the ability to work in challenging environments. Experience in mentoring and developing the skills of others is also essential.
Languages: Fluency in French, both oral and written, is mandatory. Proficiency in English is a plus but not required.
Additional Notes: The position is a 3-month international contract starting in September 2026, based in Goma. The contract includes social coverage adapted to the employee's situation, including unemployment insurance for EU nationals, retirement plans, and medical coverage with a 50% employee contribution. The salary starts at €2757 gross per month, depending on experience, with additional benefits such as a per diem of €677 net per month, a hardship allowance of €500 net per month, 25 paid vacation days per year, and 5 days of rest and recuperation every 8 weeks. The position is not accompanied, and collective housing is provided by HI. If the candidate is already residing in the country, a local package will apply.
