Job Overview:
The Deputy coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator plays a crucial role in supporting the Finance Coordinator by processing accounting and financial transactions and assisting with various tasks as needed. This position is responsible for implementing and monitoring financial procedures across different bases in close collaboration with the Finance Coordinator. The Deputy Finance Coordinator will manage the finance team at the Coordination level and supervise the administrative teams at the bases, ensuring that financial operations are conducted smoothly and efficiently. Additionally, this role involves managing cash processes, including cash transfers and donor payments, at the mission level under the supervision of the Finance Coordinator. In the absence of the Finance Coordinator, the Deputy Finance Coordinator will assume some of their responsibilities. The position is set against the backdrop of a high volume of diverse projects and a volatile context, requiring flexibility to respond to ad-hoc requests such as new proposals, budget revisions, and urgent reporting. The initial priorities for the first two to three months include improving the implementation of key operational processes, such as archiving, voucherization, and digitization, while also building capacity among local partners and staff to ensure a sustainable impact. Furthermore, the Deputy Finance Coordinator will participate in the financial reporting of projects that are nearing completion.

Duties and Responsibilities:
The Deputy Finance Coordinator's duties and responsibilities include but are not limited to:
  • Supporting the Finance Coordinator in processing and overseeing all accounting and financial transactions.
  • Implementing and monitoring financial procedures across various bases in collaboration with the Finance Coordinator.
  • Managing the finance team at the Coordination level and supervising administrative teams at the bases.
  • Overseeing cash processes, including cash transfers and donor payments, ensuring compliance with financial regulations.
  • Taking on the responsibilities of the Finance Coordinator during their absence.
  • Participating in the improvement of operational processes, including archiving, voucherization, and digitization.
  • Building capacity among local partners and staff to enhance sustainable impact.
  • Engaging in financial reporting for projects that are concluding.
  • Adapting to a high volume of diverse projects and responding to urgent requests as they arise. 1
  • Collaborating with various stakeholders to ensure effective financial management and reporting.

Required Qualifications:
The required qualifications for the Deputy Finance Coordinator position include:
  • A Bachelor’s degree in a relevant field related to finance or accounting.
  • A minimum of 2 years of experience in the humanitarian sector, specifically in finance roles.
  • At least 2 years of experience in a similar position, preferably with Solidarités International.
  • Expertise in accounting management, particularly with the Saga accounting software, and a strong understanding of INGO finance management.
  • Significant experience in budget management and familiarity with various donor guidelines.
  • Previous experience with SI finance systems such as BOUSSOL, AB, and Proposal is highly preferable.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field, such as finance, accounting, or business administration. This educational background is essential for understanding the financial principles and practices necessary for the role of Deputy Finance Coordinator.

Experience:
The position requires candidates to have a minimum of 2 years of experience in the humanitarian sector, with at least 2 years in a similar finance role. Experience with Solidarités International is preferred, as it provides familiarity with the organization's financial systems and procedures.

Languages:
Proficiency in English is mandatory for this position. Knowledge of Arabic and French is considered an asset, enhancing communication capabilities within the diverse environments in which SI operates.

Additional Notes:
This position is a salaried role with a starting gross monthly salary of EUR 2,475, which includes a base salary of EUR 2,250 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.   • During the assignment, a system of alternating work and time off is implemented, allowing for 7 working days off every three months, along with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package that covers healthcare expenses, including medical, surgical, dental, and repatriation costs, as well as essential vaccinations and antimalarial treatments. Living conditions in N'Djamena include guest house apartments with amenities such as hot water, air conditioning, and electricity, along with access to internet services. The city offers various leisure facilities and has a large expatriate community, although social life in the field may be limited to interactions with other NGO staff.
