Job Overview:
The Procurement Officer CST II position at WFP Ukraine is crucial for managing procurement activities related to Cash Based Transfer (CBT) interventions. This role involves overseeing contractual arrangements and coordinating with various stakeholders to ensure the effective implementation of CBT activities. The officer will be responsible for procuring goods and services, supervising national staff, and providing technical advice to procurement field operations. Additionally, the officer will act as Officer in Charge (OIC) in the absence of the Head of the Procurement Unit, ensuring compliance and efficiency in meeting food assistance needs. The position requires a strategic approach to procurement, aligning with WFP's mission to support communities affected by the ongoing war in Ukraine, which has severely disrupted food production and supply chains.

Duties and Responsibilities:

• Provide oversight and guidance for the procurement of goods and services related to CBT programs.
• Contribute to the development of procurement plans and sourcing strategies, ensuring compliance with WFP policies.
• Lead or support procurement projects, including issuing tenders, evaluating offers, and negotiating contracts.
• Analyze procurement data to inform sourcing strategies and recommend process improvements.
• Draft responses to audit recommendations, ensuring compliance with WFP standards.
• Develop and maintain relationships with suppliers and Financial Service Providers (FSPs).
• Manage quality assurance processes with inspection firms to ensure compliance with specifications.
• Collaborate with cross-functional teams to align procurement activities with broader programs.
• Prepare timely reports on procurement activities for decision-making. 1
• Build capacity among WFP staff and partners through training and development. 1
• Supervise junior staff, providing support for complex analyses. 1
• Contribute to emergency preparedness and response efforts.

Required Qualifications:
Candidates must possess strong knowledge of local and international procurement practices, particularly in contracting Financial Service Providers and non-food procurement. A solid understanding of food procurement is advantageous. Candidates should demonstrate the ability to compile market surveys and feasibility studies, and have proficiency in vendor management, tendering, and compliance. Strong analytical skills and the ability to integrate procurement into local market enhancements are essential.

Educational Background:
An advanced university degree in Economics, Commerce, Business Administration, Engineering, Legal, Accounting, or a related field is required. Alternatively, a first university degree with additional relevant work experience and/or training may be accepted. Certification from the Chartered Institute of Procurement & Supply (CIPS) is mandatory for this position.

Experience:
A minimum of eight years of relevant professional experience in procurement is required. Candidates should have progressive experience in contracting Financial Service Providers and retailers to support cash-based interventions, as well as experience in conducting cost analyses and coordinating CBT working groups. Experience in international and multicultural environments, knowledge of food commodity markets, and familiarity with budgeting and WFP corporate systems are also essential.

Languages:
Fluency in English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
