The position is located within the Peacebuilding Support Office (PBSO), which was established to assist and support the Peacebuilding Commission (PBC) and administer the Peacebuilding Fund (PBF). The PBSO was reorganized as a result of integrating the DPPA’s Peacebuilding Support Office with three offices from the Office of Rule of Law and security" style="border-bottom: 1px dotted #007bff !important;">Security Institutions (OROLSI) of the Department of Peace Operations (DPO). The PBSO comprises seven main sections and is headed by an Assistant Secretary-General (ASG) who reports to both the Under Secretary-General for Political and Peacebuilding Affairs and the Under Secretary-General for Peace Operations. The office plays a crucial role in peacebuilding efforts globally, focusing on the development and implementation of strategies that support peace in conflict-affected areas.

Job Overview:
The Programme Management Officer will be part of the Peacebuilding Impact Hub team within the PBSO. This role involves significant responsibilities in the development, implementation, and evaluation of the Peacebuilding Data Platform. The officer will monitor and analyze the platform's progress, engage in user testing, and facilitate workshops to gather feedback from target audiences. The position requires a strong analytical background to assist in policy development and to generate evidence of peacebuilding impact through various research activities. The officer will also coordinate evidence generation activities, prepare written outputs, and provide substantive support for meetings aimed at strengthening the global community of practice on peacebuilding impact measurement. This role is integral to ensuring that the PBSO effectively measures and communicates the impact of its peacebuilding initiatives.

Duties and Responsibilities:
The Programme Management Officer will have a diverse set of responsibilities, including:
  • Participating in the development and evaluation of the Peacebuilding Data Platform, monitoring its implementation, and proposing corrective actions as necessary.
  • Conducting user testing and consultations with stakeholders to gather feedback and develop action plans for managing changes.
  • Researching and analyzing information from various sources to support policy development and evaluations related to peacebuilding impact.
  • Coordinating evidence generation activities, including surveys and data collection initiatives, and preparing reports based on the findings.
  • Providing support for consultative meetings, including preparing documents and presentations, and conducting outreach activities such as training workshops.
  • Participating in field missions and drafting mission summaries.
  • Managing budget-related activities and preparing financial documents and reports.
  • Analyzing data to identify trends and providing insights through visualizations to support decision-making.

Required Qualifications:
Candidates must possess a strong understanding of peacebuilding theories and concepts, as well as the ability to analyze and resolve issues effectively. They should have experience in data collection and analysis, with the ability to conduct independent research. Strong communication skills are essential, as the officer will need to convey complex information clearly and effectively. The ability to manage conflicting priorities and work under pressure is also crucial. Additionally, candidates should demonstrate a commitment to gender perspectives and the equal participation of women and men in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in conflict and peace studies, political science, international relations, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience with the UN, national governments, NGOs, or other relevant organizations is essential. Candidates should have a background in programme management and experience in peacebuilding or conflict prevention. Desirable qualifications include two or more years of resident experience in a relevant development setting and experience in peacebuilding and/or peace operations within the UN system. Experience in liaising with government agencies, UN funds, and training in monitoring and evaluation (M&E) is also desirable.

Languages:
English is required for this position, while French is considered desirable. The working languages of the United Nations Secretariat are English and French, and candidates must demonstrate proficiency in these languages according to the UN Language Framework.
