Job Overview: The position of Consultor en Diseño de Instrumentos Financieros y Estructuración de Proyectos de Inversión Pública is centered around strengthening financing mechanisms, governance, and institutional coordination for the implementation of restorative measures and projects. The consultant will be responsible for identifying stakeholders, funding sources, and mechanisms for financing, as well as incorporating projects into public investment instruments. Duties and Responsibilities: The consultant will undertake several key activities to achieve the project's objectives, including:
Identifying implementation criteria for project typologies and mapping stakeholders and funding sources specific to each project type. This involves reviewing and systematizing existing progress from the JEP (Special Jurisdiction for Peace) regarding investment mechanisms, defining strategic action lines for impactful responses to projects, and proposing implementation criteria.
Developing a policy document with proposed adjustments for program budgeting in investment sheets (BPIN) for the year 2027, analyzing budgetary barriers, structuring a matrix of identified barriers, and proposing financing mechanisms for public, private, or mixed projects.
Creating a document outlining the structure, flowchart, and response route for a visualization platform that details implementation mechanisms and funding sources for JEP measures and projects, including methodology for capacity transfer.
Producing an operational manual that incorporates private sector components and financing recommendations for governance adjustments, analyzing institutional architecture and financing processes to identify barriers and opportunities for improved governance and sustainability of restorative measures.
Required Qualifications: The position requires a professional background in economics, administration, social sciences, or related fields. A master's degree in economics is desirable. Candidates should have at least ten years of experience in designing and implementing public policies, planning, results-based management, formulating regulatory instruments, program budgeting, public financing, and monitoring and evaluation of programs or projects. Experience in public entities, international organizations, and inter-institutional coordination processes is preferred. Special skills include demonstrated experience in governance and institutional coordination, outstanding document and technical report writing skills, and proficiency in quantitative and qualitative data processing and analysis, particularly in financial instrument design and financing mechanisms for the social sector.
