Job Overview:
The position of Consultor/a for the design and implementation of the Peace Agreement and enabling mechanisms involves strengthening the governance framework, financing, and institutional coordination for the implementation of restorative measures and projects associated with the Self-Sanctions (SP) and Contribution Measures for Repair (MCR). The consultant will be responsible for defining typologies, designing instruments and financial mechanisms, formulating public policy recommendations, and developing operational tools to facilitate implementation. Duties and Responsibilities:
The consultant will undertake several key activities to achieve the intermediate milestones of the project. These include:

• Contribution to Intermediate Milestone 1: Define typologies and classify measures and projects according to each typology. This involves reviewing and systematizing available progress from the JEP (Special Jurisdiction for Peace) regarding restorative measures, defining strategic action lines for effective inter-institutional responses, analyzing established measures and projects to identify their main attributes, themes, and target sectors, and classifying restorative measures and projects based on established criteria.
• Contribution to Intermediate Milestone 2: Develop a policy document with specific adjustments from public management and inter-institutional coordination to overcome identified institutional and operational barriers. This includes analyzing barriers for each identified typology and proposing public management processes for project implementation.
• Contribution to Intermediate Milestone 3: Create a document outlining the structure, flowchart, and response pathway of a visualization platform to address JEP measures and projects from public management. This involves defining the platform's structure and content, developing conceptual elements for the implementation flowchart, and proposing methodologies for capacity transfer.
• Contribution to Intermediate Milestone 4: Produce an operational manual with public components for implementing governance adjustments and recommendations. This includes analyzing institutional architecture and planning processes to identify barriers and opportunities for improving governance and sustainability in implementing restorative measures.

Required Qualifications:
The position requires a professional background in economics, industrial engineering, public administration, business administration, finance, political science, law, international relations, or related fields. Candidates should have at least ten years of experience in managing, designing, developing, implementing, and evaluating high-impact projects related to agriculture, rural development, territorial development, public policies, or development programs. Experience in public entities, international cooperation organizations, non-governmental organizations, and/or the private sector is desirable, particularly in coordinating multi-sectoral and multi-actor initiatives. Special knowledge and skills in governance and institutional articulation, as well as outstanding abilities in technical document writing, quantitative and qualitative information processing and analysis, and data analysis in financial instrument design and financing mechanisms for the social sector are essential.

Educational Background:
Candidates must possess a relevant professional degree in fields such as economics, engineering, public administration, business administration, finance, political science, law, international relations, or similar areas. Advanced degrees or specialized training in governance, public policy, or project management may be advantageous.

Experience:
